The Agency's Alcohol Prevention and Treatment Prog
Bill:
1. With regard to your recent note to me concerning the proposals
forth by Mr. I readily concede that has written

2. Having said this, I remain convinced that there is no need for his
services, either as a consultant or lecturer. You recall that earlier
this year, Mr. a recent retiree, made a what similar
proposal that he be hired on a six-month contract to assist in the Agency
alcoholism program. After a rather corrlete review of our efforts in this
area, I forwarded to you a me orandu dated 11 February 1974, which indi-
cateed that we have a three-element program in which the Office of Medical
Services and. the Office of Personnel collaborate and, when appropriate, use
the services of a volunteer recovered alcoholic.
3. In effect, I feel our program recognizes alcoholism as a treatable
illness; it conforms to p guidelines; an there is no real
