Reference dispatch recommends that JMWAVE be treated as an overseas
station for purposes of participation in the CIA Retirement System for all personnel
assigned. This probably should have come to us after our policy on the qualifying
service had been formulated. It seems to me, however, that some of the arguments
in favor of considering domestic service at JMWAVE as qualifying service would be
pertinent to our policy discussions. It is suggested, tthercefore, that you obtain the
concurrence of WH Division in reproducing this dispatch and circulating it to all 25X1A
enbers of the Board for early consideration.
