SUBJECT : Logistics Presentation at the Administrative
Orientation Course

1. On 29 August 1953 I monitored the Logistics office presentation
given by of that Office.
2. The presentation, including the answers to 3 or 4 que#tions,,
lasted about 60 minutes. It gave very little as to the setup cf the
Logistics Office or the mission or responsibilities of its sta4f and
divisions. It gave considerable attention to the world wide operations
of the Agency, the world base concept, and our relations with the De-
partment of Defense. In fact, it leaned strongly in regard to.what
has been accomplished recently on military support matters and: gave
the over-all impression that all our dealings are with the military.
The presentation gave practically no mention to the Supply Division
and that it is the aim of the Logistics office to have necessary mater-
ial on hand to support planned operations. It also seemed that the
presentation assumed a knowledge by the audience which the majcirity
of them did not posess and for that reason did not obtain or h?-ld
their interest.
3. Four charts were used in the presentation. These were. well
laid out and gave a readily understandable position of the Logistics
Office, the Agency's world basis, as well as the flow of requirements
and material from overseas fuldheadquarters. Unfortunately, the light-
ing in the room was such that it spoiled the effect of the ove;?-lays
and in certain locations resulted in a glare which made the chtits
difficult to see. This could be easily avoided by the use of E light
on the chart instead of d n1y lights in the room.
4. The presentation itself was average. vhi.le 25X1A9a
very composed and cool, is not a dynamic type of speaker. He 0n-
deavors to break up his presentation and retain interest by the fre-
quent insertion of jokes, most of which are long and have wis rem,,
Moreover, he stumbled several times in his presentation and ono tted
points which he had expected to cover. In fact, it appeared at if
was not too familiar nth. his talk and that it hi d
not been adequately prepared.

,. The Logistics Office, its mission, functions, and place with
respect to the rest of the Agency is too big a subject to be covered
in a period of an hour and have the audience obtain a clear picture
of its activities. I believe a briefing along the lines given to
General Cabell might be better. This, as you remember, gave th-
mission of the Logistics Office and how the various components c>f
the Office supported and fulfilled it.
6. In my opinion the presentation, while passable and I believe
an improvement over the previous one, did not reflect any credit-;to
the Logistics Office and could and should be improved. In fact:., Steve
of the Logistics Office, who until recently was in charge of
this matter, advised me he was not at all satisfied with the prtisenta-
tion and was working; tc iards a real improvement. In this connection
he asked me to sit in with him and toss around ideas.
