Your d patch 25X1A reassures me. I have become increasingly concern with logistical support for operations and the accumulation of -arge stocks without proper accountability and surveillance. I fully aware that this Head- quarters has been slow in providing oper guidance as to logistical procedures and that it is equally at ault in not furnishing suffi- cient adequately trained logistical. ersonnel. I am also aware of your difficulties caused by contin d reorganization and logistical demands placed{?n you by other Mi dons. In fact, I am certain that Mr. Garrison'sreport would have sited far more serious facts were it not for the initiative and co iscientious efforts of yourself and your staff. Agency regulations concehing supply policy and procedures have been published and arew in process of implementation within your area. Trained logistic 1 personnel have been-furnished you and more are being pr I feel that we are progressing. I believe that continued presence at your Headquarters will provid me wit e' ective logistical liaison to all the major stations i Europe and the Near East. His presence should also insure the apidppermanent solution to what are now recurrent logistical f lures and, in addition, lay the groundwork for an integrated sup rt system which might cross command boundaries. The causes for deficiencies were in fact, of minor importance, the real meat of the issue being 11 ie corrective action necessary. I am sure that his recommendai i.were made in the best interest~of the Agency and expressed hi opinion.
