1. It has been determined that ceiling positions for
eight Commo personnel located at - were not included
in thmositions transferred by DD/P to Commo by the
memorandum of 17 August 1953, copy attached.
2. It is not yet on whether the eight positions
which Commo requires should come from the Agency ceiling
pool or from FE. Further investigation is being. made and
a recommendation will be made concerning the source of the
ceiling to provide for these eight Commo positions.
3. It is recommended that an increase in ceiling for
the Office of Communications be approved and that the deter-
mination of the source of this ceiling be delayed pending
completion of the investigation mentioned in paragraph 2
above.
