asked` me to pass on the following to you:
"1. Almost without exception conversions

ment' and other legal benefits have been at current
staff;-grade of the employee.
25X1A9a '.'2. The 0 contract was unique and un-
precedented. It contained many extras such as
(a) 90-day storage instead of 60; (b) extra weight
of household effects', and (c) a higher salary justi-
fied on the basis of the need to conform to the
junior scientist, etc.
3. One other case can be recalled involving
a promotion from grade GS -11 to GS -12 concurrent
with conversion from staff to career agent status,
but this was a promotion from GS-11 to GS-12. It
didn't go outside of the framework. There are no
other cases as far as vs,e know."
