In accordance with the provisions of Agency Notice No staff personnel on duty 28 June 1955 (date of the enactment of Public Law 94, 84th Congress) are entitled to receive retroactive compensation to 13 March 1955 in accordance with the compensation schedules contained in P.L. 94. - 2. Under the conditions stipulated below, Agency staff personnel who were employed by.another Federal department or agency for any period subsequent to the first day of the first pay period following 28 February 1955 (13 March 1955 for Government agencies generally) and who were on duty 28 June 1955 are entitled to receive from the other Federal department or agency retroactive increased compensation for the period of service performed in the other agency. a. The employee affected must have been employed in the United States Government on the date of the enactment of P.L. 94, i.e., 28 June 1955. b. The position held by the employee in the other Federal department or agency must have been a position subject to the Classification Act, as amended, or must have been subject to increased compensation, pursuant to enabling authority in P.L. 94, by direction of the administrative head of the Government agency concerned. 3. Payment of such compensation is required irrespective of whether or not a break in service (one work day or more) was involved at the time of the transfer. The other Federal department or agency is required to make the adjustment from the effective date of retroactive compensation to the date of the employee's termination of employment with that organization. Payment of retroactive compensation from the date of entry-on-duty in CIA to the date compensation is effected on a current basis in accordance with P.L. 94 is the responsibility of this Agency. 4. In order that the other Federal departments or agencies can make appropriate adjustments for the staff personnel concerned, CIA must provide the names and addresses of such employees and certify that they were on duty 28 June 1955 in CIA. Accordingly, the Office of, Personnel has prepared the listing of staff personnel who were appointed by this Agency during the period from 28 February through 2 July 1955. The attached listing contains the name of each employee within your area of jurisdiction who is eligible to receive retroactive compensation from another Federal department or agency and name of the Federal department or agency involved. 5. The names of the employees on the attached list have been certified to the appropriate department or agency as being eligible for retroactive compensation from such organizations.
