1. In the National Intelligence Survey (NIS) Program we have a
systematic and continuous interdepartmental program which one of the
first National Security Council directives established in 1948 to provide
the Government with coordinated intelligence on the basic and relatively
unchanging characteristics of foreiga countries. Production of NIS
utilizes the specialized know-how and capabilities of Government com-
ponents which include not only those in the intelligence community but
several non-USIB agencies as well.
2. In 1963 USIB conducted a thorough review of the NIS Program
and by reference (b) assumed responsibility for establishing priorities
for NIS production and was the basis for the Board's action in reference (a)
requesting an annual forecast. The. NIS Committee memorandum of
2 March 1966, therefore, gives USIB an agreed forecast of NIS production,
broken down by world regions.

3. The Forecast extends for the two years the pattern of NlS
production by topics and countries which USIB previously approved
for 1Y 1966. Africa continues to rank first with some 23% of the
forecast 'coverage; Latin America is second with 22%. The one
volume General Survey at a continued rate of 30 per year will
represent nearly 60% of the forecast coverage: The pattern of
priorities reflects the USIB view that the Program should emphasize
General Survey coverage with selective supplementary coverage
determined by the significance with which that topic applies to a
particular area.
4. In the column on the extreme right, "Totals by area", the
forecast shows NIS coverage; I. a., each country times the topics
devoted to it, with each General Survey counted as 8 topics. The
actual published units will be less because of the multi topic General
Surveys and combining of countries in certain supplementary units.
The approximately 115 countries shown are those on which there will
be some production during the two years, and do not include all 140
countries. Dates show what topical NIS units have been published on
c.ch of the countries, with the overlay indicating forecast revision.
I recommend that USIB approve the recommended priorities
in planned NIS production for FY67 and note the projected program
for 7~'Y68.
