A meeting was held on 23 May 1961 from 1400 to 1450 with Mr. James M. Quigley, Assistant Secretary to HEW, in Room 5264 HEW Bldg.. 330 Independence Ave., S. W. 2. Pursuant to reference (b) I met with Mr. Quigley to discusF the possible allocation of NIS Sections 43 and 46 to HEW. On this occasion I gave Mr. Quigley a copy of the NIS Standard Instructions, a copy of Section 43 on NIS 16 (Austria) and of Section 46 on NIS 3 (France). 3. Mr. Quigley was unfamiliar with the purpose of the NIS program and its general nature. I explained these facets to him. He showed interest in further exploring this subject with his staff. I pointed out to him that HEW was already doing Section 45 in a special staff under the International Health Division which should give him a fairly good grasp of the kind of relationship and arrangements which would obtain if these additional allocations were made. 4. As an initial impression he indicated HEW would like to take on this work, and that they could produce the kind of intelligence which would be called for in Section 46 and in Section 43. He questioned whether or not they could develop proper capabilities for the Religious and Public Information aspects of Section 43, but that they would have a better view of this after the project was staffed in his department.
