Mr. Am TER introduced the following bill; which was referred to the Coni-
mittee on Government Operations
A BILL
To authorize and direct the Secretary of Defense and the Ad-
ministrator of the General Services Administration to insure
the procurement and use by the Federal Government of
products manufactured from recycled materials.
1 Be it enacted by the Senate and House of Representa-
2 Lives of the United States of America in Congress assembled,
3 . That (a.) the Congress hereby finds thhat-
3
4 (1) there are many products and materials which,
5 after they have been used or damii(red, are discarded or
6 scrapped as waste matter;
7 (2) the accumulation of this waste matter presents
S a danger to the health and welfare of the citizens of the

1 (3) many products and materials (otherwise dis-
2 carded as waste matter) could be recovered and reused
3 as the raw material for new products and materials;
4: (4) such recovery and reuse of such waste matter
5 will abate the noxious and dangerous -accumulation of
6 such waste matter and will aid in the effort to con-
7 serve -our scarce natural resources; and
8 (5) the Federal Government has the responsibility
9 to lead in the effort to utilize recycled material by pro-
10 curing and using, to ,,the greatest extent possible, those
11 products and materials which have, as part of their
13
composition, recycled material.
(b) It is the purpose of ,this Act to authorize and di-
14 rest the Secretary of Defense (hereinafter referred to as
15 the "Secretary") and the Administrator of the General
1.6 Services Administration (hereinafter referred to as the "Ad-
1.7 ministrator") to take the necessary and proper actions to
18 insure the procurement and use (to the greatest extent
19 possible) by the Federal Government of products and m-ate-
20 rials which have, as part of their composition, recycled
21 material, and to jointly conduct a full and complete study
22 of the feasibility of the procurement and use by the Federal
23 Government of such products and materials.
24 SEC. 2. (a.) The Secretary and the Administrator are
25 authomized and directed to take the necessary and proper

1 actions, including the promulgation, of standards and regu-
2 lotions to ensure the procurement and use (to the greatest
3 extent possible) by the department, agencies, and instru-
4 ment~aliti'es of the Federal Government of products' and
5 ma,teriais which have, as part Hof their composition, recycled
6 miateriall. Such standards and. regulations promulgated by
7 the Secretary, or by the Administrator, shall be promulgated
8 in the sane manner as those standards and regulallons
9 promulgated under the provisions of the Federal Property
10 and Administrative Services Act of 1949 relating to pro-
11 curement and use by the Federal Government of personal
12 property.
13 (b) The Secretary, through the Defense Supply Agency,
14 and the Administrator are authorized and directed to jointly
15 conduct a full and complete :study of which. products and
16 materials procured or used by the departments, agencies,
17 or instrumentalities of the Federal Government could he
18 required to have, as part of their composition, recycled
19 material while meeting the use specifications of such de-
20 partments, agencies, or instrumentalities.
21 SEC. 3. (a) The Secretary and the Administrator, in
22.1 carrying out the joint study under this Act, are authorized
23 to secure directly from any executive department, bureau,
24 agency, board, commission, office; independent establish-
25, ment, or instrumentality any information, suggestions, esti-

1 mates, and statistics for the purposes of this Act, and each
2 department, bureau, agency, board, - commission, office, es-
3 tablishment, or instrumentality is authorized and directed,
4 to the extent permitted by law, to furnish such information,
6
suggestions, estimates, and statistics directly to the Secretary
and the Administrator, upon their joint reueisit.
(b) For the purposes' of securing the necessary scientific
data and information the Secretary and the Administrator
9 . may jointly make contracts with universities, research insti-
10 tutions, foundations, laboratories, and other competent pub-
11 lie or private agencies to conduct research into the various
12 aspects of the problem of using products and materials which
13 have, as part of their composition, recycled material. For
14 such purposes, the Secretary and the Administrator are
15 authorized to obtain the services of experts and consultants
16 in accordance with section 3109 of title 5 of the United States
17 Code.
18 SEC. 4. The Secretary and the Administrator shall re-
19 port to the Congress, from time to time, the findings and
20 results of the study conducted under this Act and the final
21 report shall be made no later than the one hundred and
22 eightieth day after the date of enactment of this Act. Such
23 final report shall include the findings and results of the study,
24 and specifically-
25 (1) recommendation as to the necessary and proper

1 legislative, adminiistrative, or other actions, that should
2 be taken in order to ensure that the departments, agen-
3 cies, and instrumentalities of the Federal Government
4 procure and use (whenever possible) products and ma-
terials. which have, as part of their composition, re-
cycled material.; and
(2) what actions the Secretary and Administrator
have already taken, either. 'jointly or separately, to
promote and ensure the procurement and use by such
departments, agencies, and instrumentalities of such
products and materials.
SEC. 5. The Secretary and the Administrator shall
13 make a joint annual report to the Congress with respect
14 to the progress that they are making in providing for the
15 procurement and use by the departments, agencies, and
16 instrumentalities of the Federal Government of products and
17 materials which have, as part of their composition, recycled
18 materials. The report submitted under this section shall be
19 submitted to the Congress within sixty days. after the end
20 of the calendar year for which such report is submitted.
21 The first such report shall be due within sixty days after. the
22 end of the first calendar year ending after the date of en-
23 actment of this Act.
24 SEC. 6. For the purposes of this Act the term "recycled

1 material" means any product or material completed for sale
2 or use which has been-
3 (1) scrapped, used, damaged, or otherwise dis-
4 carded; and
5 (2) recovered in whole or in part and reused as
6 all or part of the contents of any new material or
7 product; or
8 (3) the salvageable wastes or byproducts of which
9 are recovered and reused as all or part of the contents
10 of any new material or product.
