Allen Chairman, Committee on Training SUBJECT The Foreign Internal Defense Policy (FIDP), National Interdepartmental Seminar and Related Training This memorandum is the Committee on Training's response to the SIG's directive of June 10 to initiate a review of the NIS and related governmental programs to ensure that they assimilate in their training the guidance in the FIDP. Specific questions concerning the NIS are answered.separately -in the enclosure. The FIDP integrates internal defense policy within the total framework of U.S. foreign policy determination and appli- cation in developing countries. While the 1962 OIDP placed more emphasis on doctrine, the FIDP emphasizes selectivity in U.S. commitments and places greater responsibility on senior officers to make assessments and judgments involving the weighing of such diverse and complex factors as: --- political, economic, and sociological-cultural backgrounds and dynamics of country situations with all their ambiguities, contradictions, instabilities and unique elements; significance of turbulence and disorders as indicators of internal development or of exploi- tati.on by communist or other forces; o/FSI:GVAllen:hos-7/30/68 Approved For Release 2002/05/17 78-06207A000'100050006-6 Approved For Ruse 2002/05/17W P78-06207AO Q100050006-6 implications of internal country developments for regional and international relationships; identification of the nature and degree of U.S. interests; opportunities and limitations of external assistance, with particular attention to strengthening internal security capability; capabilities and resources of U.S. agencies; implications for U.S. position and policy of resource commitments in individual situations. The development of greater analytical competence and sensitivity to these and other factors that must be considered and weighed in determining and understanding the nature and degree of U.S. interests should be the central purpose of senior-officer training programs. ,The Committee on Training concludes that: (A) all training programs in the field of foreign internal defense should be forthwith reviewed and revised, as necessary, to ensure that proper emphasis be given to social, political, economic and cultural factors in developing countries; to political and institutional development, to the identification of the nature and degree of U.S. interests; and to the opportunities, limitations, and consequences of U.S. assistance; (B) greater attention should be given in each agency to ensure that senior officers requiring this special training attend the NIS; (C) the NIS should continue to give even higher priority to its role as the focal point for interagency training on U.S. policy for foreign internal defense. As first steps to ensure assimilation of the FOP guidelines in all government training in the field of foreign internal defense, the Committee on Training has initiated the following actions: (A) Instructed the NIS to develop and. to submit to the Committee on Training by October 1, an intensive training course to incorporate the guidance of the FIDP and which can be accomplished effectively with the greatest possible economy of time; (B) Instructed the Working Group of the Committee on Training to review and update, as necessary, the training policies and objectives of NSAM 283 to ensure consistency with FIDP guidelines; (C) promulgated a preliminary glossary of terms for training purposes, to be expanded or amended as necessary to reflect the new emphasis in the FIDP. In addition, the Political-Military Group is currently coordinating the development of statements of Agency Roles and Missions as required by the FIDP. All agencies, when in receipt of the Roles and Missions statements and the updated NSAM 283 on Foreign internal Defense Training Policy and Objectives, will have the required guidelines to enable them to review and revise, as necessary, their respective training programs to ensure that proper emphasis is given to the principal elements of the FIDP. The Committee on Training recommends that: (A) the SIG endorse the conclusions and approve the actions of the Committee on Training as stated above; (B) the SIG mentbera impress again upon their respect vn agencies the necessity for ensuring that their NIS quotas are consistently filled by appropriate officers Enclosure: Answers to questions concerning NIS. "Which officers require the special training offered by the NIS?" (See footnote.) Consistent with the guidelines acid emphasis of the FIDP, all senior officers (FSO/R3, or Lt. Colonel/Commander and above) who will serve as members of the country team or as heads or deputies of a mission element in a developing country; other senior officers as desired by each agency in order to develop career patterns requiring a sensitivity to foreign internal defense issues; in Washington and overseas headquarters, offi- cers at the level of Country Director and officers holding responsible positions in policy or planning or the coordination of interagency programs for the devel- oping countries; senior advisers from the civilian agencies assigned to service colleges and as political advisers to military commands. 2. "Do students find the training applicable to problems they later face in the field?" A letter soliciting information in response to this question has been sent to 275 officers who have graduated from the Seminar over the past year. Replies will be evaluated by the NIS and the results reported to the Committee on Training. 3. "How can balanced attendance from all agencies, services, and departments best be achieved?" As the Committee on Training has no directive authority, balanced attendance can only be achieved by the consistent and conscientious attention of participating agencies in assigning officers who require the training offered by the NIS. The problem lies in the assignment process within the individual agencies. 4. "Would the NIS be more effective (and would attendance be improved) if, for example; the Seminar were abbreviated from four weeks to two? An optimum time can'be determined when the NIS completes development of a course outline embodying the guidance of the FIDP. The Committee on Training will review this outline to ensure that an intensive program is accomplished with the greatest possible economy of time. ,Footnote to question 1.
