SUBJECT: FOIA Update
1. HPSCI plans to hold a full Committee mark-up of
our FOIA Bill on 11 April, and thereafter refer it to
House Government Operations Committee.
STAT
2. The House Government Operations Subcommittee on
Government Information, Justice & Agriculture, under the
Chairmanship of Glenn English (D., OK), has tentatively
scheduled hearings for 26 April on our Bill. I suggest that you be our witness at those hearings and present 'e-7Z `'''`-o
essentially the same testimony as before the HPSCI. The r? -
only other invited witness will be the ACLU, though others
may appear if they volunteer and the Committee finds them
acceptable.
3. We have been informed that Government
Operations will attach an amendment to our Bill which
would alter a provision in the Privacy Act which does not
affect Agency equities in any way. We know that Justice
opposes this amendment, though Justice realizes that it is
virtually certain that that amendment will be reported out
of Committee and pass the House. We are in touch with the
Department of Justice in an effort to ensure that their
objections to that amendment will not interfere with the
smooth travel of our Bill through the House.
4. We will advise you as the date and time of the
hearing becomes firm.
