1. SIGNIFICANCE:
THIS BRIEFING BOARD SHOWS THE RECENTLY CONSTRUCTED OIL REFINERY
AND THE ASPHALT REFINERY LOCATED AT BAN SI RACHA, WHICH HAVE APPRECIABLY
REDUCED THE NEED FOR THE IMPORTING OF FINISHED PETROLEUM PRODUCTS INTO
THAILAND.
2. REMARKS:
PRIOR TO 1964 THAILAND HAD ONLY ONE SMALL OIL REFINERY OPERATING AT
MUANG FANG, WHICH WAS RATED AT 50,000 METRIC TONS PER YEAR. IN 1964 AND
EARLY 1965 BOTH REFINERIES AT BAN SI RACHA WERE IN OPERATION WITH A
COMBINED OUTPUT OF APPROXIMATELY 1,900,000 METRIC TONS. THE ANNUAL
CONSUMPTION OF PETROLEUM PRODUCTS IN THAILAND IN 1963 WAS ESTIMATED
AT 1,500,000 METRIC TONS; IN 1964 COMSUMPTION WAS ESTIMATED AT 2,100,000
METRIC TONS.

THE OIL REFINERY IS LOCATED 3.1 NM SOUlSOUTHWEST OF BAN SI RACHA,

AND THE ASPHALT REFINERY IS LOCATED 4.2 NM SOUTHWEST OF BAN SI RACHA.
THE AREA OF THE TWO PLANTS IS LOCATED APPROXIMATELY 41 NM SOUTHEAST OF
KRUNG THEP (BANGKOK).

40,000 BARREL PER DAY REFINERY TO PROCESS CRUDE PETROLEUM IMPORTS.
SHELL OIL COMPANY THEN CONTRACTED TO MANAGE THE TORC REFINERY THROUGH 1974,
AT WHICH TIME TORC WOULD BE NATIONALIZED, THE BULK OF CRUDE OIL IMPORTS
WILL BE PROVIDED BY SHELL, WITH ESSO AND CALTEX PROVIDING SMALLER
AMOUNTS.
FOUR 2,000 D.W.T. TANKERS OWNED BY THE THAI PETROLEUM TRANSPORT
COMPANY AND SUPERVISED BY SHELL PERSONNEL ARE USED TO TRANSPORT FINISHED
PRODUCTS FROM TORC TO KRUNG THEP. THE PORT FACILITIES AT BAN SI RACHA
CAN ACCOMMODATE TANKERS UP TO 50,000 D.W.T.

THE THAI ASPHALT MANUFACTURING COMPANY (TAMC) (BAN SI RACHA
REFINERY THAI ASPHALT MANUFACTURING PLANT,I I IS JOINTLY
OWNED BY THE SUMMIT INDUSTRIAL CORPORATION (UNITED STATES) AND THAI
INTERESTS. THE REFINERY WAS PROBABLY IN OPERATION IN EARLY 1965. IT
HAS AN ESTIMATED PRODUCTION CAPACITY OF 60,000 METRIC TONS OF BITUMEN,
AND STORAGE FACILITIES FOR 57,100 METRIC TONS OF CRUDE OIL AND 71,400

OTHER THAN ASPHALT BUT IS NOT KNOWN TO HAVE A LICENSE TO DO SO. THE
TOTAL PLANT CAPACITY IS RATED AT 150,000 METRIC TONS.

THE TORC REFINERY CONTAINS TWO CATALYTIC CRACKING UNITS, FOUR
POSSIBLE FRACTIONATING UNITS, ONE COOLING TOWER, ONE SPRAY POND,
EIGHT LARGE FLOATING TOP STORAGE TANKS, SIX MEDIUM SIZE TANKS, FIFTEEN
SMALLER TANKS OF VARIOUS SIZES, AND NUMEROUS SUPPORT BUILDINGS. JUST
WEST OF THE REFINERY ARE LOCATED TWELVE SMALL BUILDINGS, ONE LARGE
L-HEAD OIL BUNKERING PIER, AND ONE SMALL PIER.
THE TAMC REFINERY CONTAINS FOUR FRACTIONATING UNITS, ONE SPRAY
POND, FOUR LARGE FLOATING TOP TANKS, TWO LARGE PLAIN TANKS, ELEVEN
MEDIUM SIZE TANKS (TWO OF WHICH ARE STILL UNDER CONSTRUCTION), FIFTY-
FOUR SMALLER TANKS, EIGHT HORIZONTAL BLIMP TANKS, AND APPROXIMATELY
FORTY SUPPORT BUILDINGS. DOCKING FACILITIES INCLUDE ONE LARGE AND ONE
MEDIUM OIL BUNKERING PIER AND TWO SMALL PIERS.
