It has become increasingly apparent that more running time is desired for the "B" camera on IDEALIST operational missions. Because of the dispersion of tar- gets and the long routes, it is not possible to adequately cover targets in Mode 2 (20 mile swath). Therefore it is usually necessary to use the Mode 1 fan in order to keep from diverting from course to pick up widely spaced targets. The two alternatives to complete Mode 1 coverage are to turn the camera completely off for long periods between major target areas or to switch from Mode 1 to Mode 2 frequently in order to extend the total flight line coverage. 2. Operations Division has previously proposed that the number three left and number three right positions of the Mode 1 fan be eliminated in order to gain approximately 20 percent more linear coverage for a given amount of film. 3. Hycon has proposed a wiring and governor change which will eliminate the number three left and number three right positions, but it disrupts the sequencing of Modes 2, 3 and 4. Also this was a field modification which had to be accomplished by Hycon technical representatives. This modification was tested by the Detachment at Edwards Air Force Base and according to the reports, it was com- pletely successful. The field modification apparently did not affect the reliability of the camera. 25X1A 4. A subsequent Hycon proposal in 16291 proposes to eliminate the same high obliques in Mo e 1 by making a wiring change in the programmer and changing to low-gear operation with no change in governor. The second proposal, from an operations viewpoint, is preferable to the first, if only because the change can be made quickly. However, the total requirement should perhaps be restated. The following outline of modes should be retained: a. Mode 1 - Horizon to horizon fan. b. Mode 2 - Vertical and first oblique each side. c. Mode 3 - Vertical and right fan. d. Mode 4 - Vertical and left fan. e. Mode 5 - A fan with vertical and first and second obliques. Unless it is mechanically impractical or there is some serious objection from using agencies, the above- mentioned Mode 5 can completely replace Mode 1; however, this would be a definite secondary consideration. 5. It is essential that the ultimate users agree to the elimination of the high oblique photographs, especially if the normal Mode 1 must be eliminated in favor of the proposed Mode 5. 6. It is recommended that an Engineering Change Pro- posal be requested from Hycon to provide the selection schedule in paragraph 4 above. 25X1A (Signed) 25X1A Lt.
