MEMORANDUM FOR MR.DULLES:
STAT believes you should accept the invitation from the Atomic
Energy Commission for the April 3 test shot and that you should decline
the invitation from Mr. Peterson for the April 15 Civil Defense test shot.
Mr. Miller points out that the number of persons invited to the
Civil Defense demonstration will greatly exceed those invited to the Atonic
Energy Commission test.
He suggests that you attempt to substitute Mr. Amory for yourself fit
the scheduled ivil Defense de ns ation.-+`-

During April 1955 the Federal Civil Defense Administration will con-
duct a major program in conjunction with an Atomic
cnTestpShotiat t with
Nevada Proving Grounds. This program,
the Atomic Energy Commission, will include technical tests on hou>es
and industrial installations as well as the first field exercise
ever held by civil defense workers.
I would like you to be my guest at the program. While it is not pos-
sible to give you the exact date until about one month before the shot,
we expect it will be fired within a week of April 15th. You may =ar-
rive in Las Vegas at any time up to noon on the day before the shot,
and depart in accordance with your desires once the shot is over-. HcU_
ever I hope you will be able to stay until the day after the shot in
order to tour the firing; area for inspection of the test structures.
With an uncertain date, I realize your acceptance will have to tae
tative. Nevertheless, I would appreciate hearing from you. as soc'n as.
possible. If you believe you will be able to go, we will send a.-1
necessary information on arrangements.
Because of our limited ability to handle or to accommodate obser'-ers.
I regret the necessity of making this invitation for you alone. I
sincerely hope you will be able to attend. I am certain you wil'
find invaluable the experience of witnessing the tremendous fore of
an atomic weapon and an implication of4the measures we must take as
civilians to minimize its effects.
