Procurement l.y Under Section I .C . (3) of the CIA o 1. The urgency and magnitude of the Agency's procurement program, in many ways comparable to that of the Armed Services, now makes it most essential that the subject authority be re- delegated to the Chief of Procurement and Supply within such limitations., dollar or otherwise, as may be determined desirable. This will permit contracts to be let more efficiently, effectively and to the beat interest of the Government during the period of the National 1wrgency. 2. It should be emphasized that it is not proposed to use the subject authority where existing regulations are adequate. They are. not adequate, however, to meet some of the Agency's most important operating requirements which demand, immediate purchase action outside the limitations normal to peacetime procurement activities. I refer particularly to the crash" situations that develop in connection with our overseas operations. 3. Similar authority for such negotiated procurement is granted Beads of Procuring Activities by a specific provision in the regulations of the Department of the Army. The aforesaid provision cites the following instance as justifying negotiation: "Rergency procurements of a high priority nature which could not be effected by formal advertising within the time required for delivery, such as for supplies urgently needed to lend military support in connection with a national or inter- national situation or to meet immediately emergency needs of an Army expansion program.
