le Paragraph 16 of the Standardised Government Travel hegula-
tious reads as follow: !Through tickets, excursion tickets,
reduced rate round-trip or party tickets should be secured whenever
practicable. end economical!. Among the several decisions ehich have
been rendered on this subject, there is for consideretion the
comments made- in Volume 26, Comptroller General's eecisions, page
767. It will be noted that the General Accounting Office hen indica-
ted that an employee of the C3overneent is reeeired to adhere to
the provieions of paragraph 16, 3t.e.odardized Government Travel
Regulations, after an election or determination he been made as to?
the mode of travel on the "going! end- of the trip whenever it is more
economical to do ye and the question of nimeracticabilite" is not
involved,
2. It is realized that the question of practicability meet be
deterrired on the merits of each case and in BOMB eases, with respect
to forsi;j1 travel, the procurement of a round-trip ticket would not

advisable from a eeeurity or other viewpoint even though otherwise
avellaele to the traveler. However, this offiee finds no basis for
concluding that as a general rule the reeeiremente with respect to _
the procurement of reduced rate roundetrip tickets should not be
applied to travel outeide the United States in the same manner as to
travel within the continental 1tmite of the. United 5tates. In this
regard it is to be felted that in some cases free a budgetary viewpoint
coneiderable eeditional savings might accrue due to the fact that we
no have eethority to treeseort dependents at Governmeet expense and,
they. ere entitled to travel per diem- allowances when authorieed to
travel with the CIA official concerned on home. leave. In this respect
it would appeer advisable, as a matter of general policy, to induce
CTA offidele and/or their dependents 7e) travel via nommercial air
facilities when traveling in connection with home leave or when the
