: Proposed esponse to Admiral
I. Attached is a letter to Admiral Mc rer for your
signature (Tab A). It is in response to Ma letter outlining
the need for using sanitized KE photography for contingency
plans and proposing that KR-4 photography be downgraded
to SECRET iNOTORN (Tab B). He also sent you a copy of
a memorandum from Aemiral flyls.nd (CINCPAC) complaining
about the current sanitization procedures (Tab C).
2, General Carroll who also recetved copies of these
documents has looked into the matter and has responded to
Admiral roorer (Tab D). Be says the present procedures
are not so difficult and should be tried. He also explains
why it would not be appropriate to raise the question of
downgrading KII-4 materials at this time.
3. In transmitting his response, General Carroll
whether you wish to sok COMIREX to review the down-
s question again (Tab E). I suggest that you send him
copy of your response to Admiral Moorer with the attached
bucksiip which says not at this time (Tab F).
