Guidance for National Reconnaissance Program Planning FY 1972
and Beyond (COMIREX-D-13.16/8B)
1. The special meeting convened at 1330 in the Office
of the Chairman to consider initial draft papers prepared by the
COMIREX staff, in accordance with the Chairman's instructions
at the 14 May meeting (See COMIREX-M-96, Section IV, paragraphs
7-10), on the three NRP planning issues specified by the Director,
NRO, and tasked to COMIREX for action per USIB-D-46. 4/36,
5 May 1970, and Memorandum for Holders, 8 May 1970.
2.. In his opening remarks the Chairman noted that, as
previously agreed, this meeting would be an interim session devoted
to consideration and general discussion of the views and comments
of the member agencies on the issues raised in the NRO request
for guidance and on the initial treatment of these issues in the drafts
at hand. This exchange would focus on identifying the major areas
in the papers which require reworking, amplification or modification,
and provide the basis for revised drafts. These would be available for
detailed consideration and coordination at the 28 May regular COMIREX
meeting. He proposed, as the order of business, that the members
first speak to their general observations and comments on the effort
so far and then the Committee could proceed to more detailed discussionNRO

4. In commenting on the SALT draft, the State member
noted the Department's view that reference to the previous work of
the NSSM-28 Verification Panel should suffice as the basis for

8. The DIA alternate member noted that, under the
established annual schedule for providing COMIREX/USIB guidance
for the NRO's fiscal planning cycle, the present paper would normally
deal with the full range of subjects pertinent to the 5-year FY 1972-76
period. In this instance, however, the focus is limited to only the
three points specified in the D/NRO's request. The Chairman agreed

that this was an important point and undertook to incorporate a
statement in the forthcoming draft cover memorandum that
would confirm existing COMIREX/USIB guidance pertinent to
other areas of concern over the FY 72-76 period.
9. In closing, it was agreed that the Office of the
Chairman would prepare new drafts reflecting the changes as
discussed. These would be circulated as completed in order to
facilitate review and coordination. In addition, a proposed covering
memorandum incorporating the recommendations of the three
separate papers would be drafted by the Chairman and circulated.
The regularly scheduled meeting on Thursday, 28 May, will be
devoted to consideration of this next set of drafts so that a final
paper can be completed and sent to the USIB the following week.
