In view of recent developments in Cuba it would appear desirable to redefine our requirements for imagery reconnaissance of that country. Specifically, the requirement for target coverage should be redefined to hermit inc--rPa sPr1 (2) The changing pattern of air defense reactions and capabilities including the possible deployment of the SA-3 system and the initiation of MIG-21 fighter reactions to GLASS LAMP operations. (3) The stepped up nature of arms deliveries to Cuba including about 18 arms shipments since September 1966.
