PAG,ES 25X1X In the sir r er of 1952, there existed one Gross Basa each (central store) in Leipzi and Dresden. The two installations cooperated with the Koris,=.v'er nd (Association of Cooperative Stores) (KVB) in Brandenburg? K11B was cc,m xiped of s. Soviet and a German section. To the latter :section were assigned the so-called Zivilverwaltungen (civil agencies) (`Z,V) v such as ZV I In Leipzig; ZAP III in Potsdam. The ZVs were organized into departments,, The 6th Departneot of ZAP III was in Cottbus m The Vs and their departments had purely adni_nistrative functions, while the, ;supply with good, was toe responsibility of the Gross Basen and Basen The V's and their depar-tmreats had to furnish Gerr;an personnel, furniture and oth=er pertaining inventory to the Soviet magazines. The ZVs were given U 4 percent of the turn-'over of" the Soviet magazines which they served, From this monoy all their expenses had to be covered, 2. The i asen (stores) settled their accounts with the Gross Easa in Dresden This Gross Basa normally delivered goods only by railroad carloads. In urgent cases the individual Soviet commissaries picked up goods in trucksr: Scare articles were distributed according to a special key. The managers of the commissaries tried to obtain the maxima possible amount of desired articles such as bicycles and sewing machines. The commissaries had also concluded contracts with Ger^rnan agencies and enterprises such an da y.ri.es cooperative shops for the delivery of meat and meat products and wi th farms for the deliv;-~ry of fruit and vegetables. The accounts for all these products had to be settled with the Basa concerned:, Occasionally, the rianagers of Soviet cormissaries also purchased goods on tho free iarkotfl which was forbidden,.
