1. Since their unification under a single management by the Chinese Communists,
the postal, telephone, and telegraph services in China have been under the
Ministry of Post and Tele.dommunicatione. In mid-June 1953 every office of
the ministry maintained a radio station and long distance telephone facilities.
All Of these offices were utilizing new type machines. At some offices there
were military representatives who had, been assigned by the army to super.v=_se
operations. Between Shanghai and Peiping and between Peiping and Moscow there
were wire-photo facilities. At Changchou (N 24-32, E 117-42) and Amoy there
was direct telephone.service to Shanghai and Canton. At Foochow there was
direct telephone service to Peiping.
2. There were approximately 300 employees in the Changchou office, which included
the following sections: postal money order, stamps, telephone, telegraph,
savings, mechanics, and telephone-telegraph lines. In mid-June the buildings
housing the Changchou office were being enlarged and new-type Soviet-made
telegraph receivers and transmitters were scheduled to be installed to increase
the efficiency of communications in Fukien.
3. The facilities of the Ministry of Post and Tele-communications were used only
on a small scale by Chinese Communist government and military organizations.
All official mail was delivered by separate postal service under armed escort.
All telephone poles in Fukien belonging to the telephone and telegraph service
used by the military forces bore the characters Chun Min (6511701+4).
