On 20 June 1953 the North Hamgyong,Provincial Korean Labor Party Headquarters was at EB-666267. An office building at the foot of a mountain was 15 meters long, 5 meters wide, and 3 meters high with a tin roof and r~d brick walls. Immediately west of the office building was a staff dormitory'which was 10 meters long, 5 meters wide and 3 meters high, with a. tile roof and concrete walls. West of the staff dormitory was another dormitory, 7 meters long, 4 meters wide, and 2.5 meters high, with a tin roof and concrete walls, which was used by :a security unit. At the rear of these buildings were four air raid shelters in which were the office of the chairman of the Provincial Party Headquarters, an office for staff members, and a meeting hall capable of seating 300 people. The buildings and shelters were surrounded by barbed wire. 2.. A security platoon of 25 men from the Provincial Police Bureau Security Unit was assigned to the Provincial Labor Party Headquarters. There was a security guard outside the barbed wire enclosure and a guard in front of the reception room of the staff dormitory. Three armed staff members in plain clothes, were on duty at all times in the reception room. In June 1953 the secretary to the chief of the Provincial Labor Party, was C$ANG U-thong (1728/4368/6945), aged 32, and a native of 1yongch'on-gun (N 41-21, E 129-12) (EA-1777). CHANG had been engaged in Communist activity under the, Japanese occupation. He was widely known because he accused his own father of being .a reactionary and had him arrested by Social Security officers. 4. Members of the Provincial Labor Party, Headquarters received training.fot`6 months at the headquarters. 5. On 20 June 1953 the Ch'ongjin Korean Labor-Party Headquarters was at EB-675Z64 in an office building 10 meters west of a truck road. The building was two- stories, western-style, 12 meters long, 10 meters wide, and 7 meters high, with a red tile roof and cement walls. Headquarters meeting hall, 10 meters long, 5 meters wide, and 3 meters high, was at the foot of a hill 25 meters east of.the truck road. At the rear of the meeting hall were three air raid shelters, 4 meters apart, which had rooms available for use by the chairman and the staff members of the Headquarters in event of an air raid. 6. Approxii tely 10 staff members were employed in the office building and 15 trained Party members in the meeting hall. At the entrance of each building was a reception room in.which.two staff members checked all visitors entering the Party Headquarters. The chairman, vice-chairman, and section chiefs were armed.. 7m In June 1953 the hill east of the meeting hall was occupied by a unit of the 507 . North .Korean Army Unit (25 Brigade). Civilians were not permitted in `the area. 8, On 5 April 1953 the Haeju Korean Labor Party Headquarters was in 10 trench- meters ere 2 meters below structures at YC-368150 near Haeju. The structures w the ground, and 2.5 meters above the ground. There were transformers mounted on two poles, each 8 meters high. A concrete building was 28 meters south of the poles. The building was 6 meters long, 3 meters wide, and.)4 meters high, .with a slate roof. This building was used as a mess ball. A road was 35 meters southeast of the poles. On 5 April 1953 the trench-like structures housed the following offices: the vice-chief's office; the Chief of the Organizing Section, the, Membership Cara .Section, the Chief of the Propaganda Section, the Staff Members Section, the .Organizing.Section, the Chief's quarters, a meeting hall, and the library. The library had approximately 200 books and magazines on Communism. These books were for the use of Korean Labor Party members. 10, On 5 April 1953 six men were in the Staff Members Section; eight men in the Organizing Section; nine men in the Propaganda Section; and six men in the Membership Card Section. The following persons were also attached to the head- quarters: CHIN (fnu,), aged 33 and Chief of the Staff Members Section. HAN Sung-t'aek (6711+/2110/31+19), aged 37, a native of Haeju, and Chief of the Propaganda Section. KIM Chae-myong (6855/096l/211.91#), aged 35 and Chief of the Organizing, Section. KJYon-pok (0367/3544/1788), aged 1+5, a native of Hwanghae Province, a graduate of the staff Members Training School, and Chief of the Haeju.Korean Labor Party Headquarters. .PAK Kye-won (2613/2710/0337), aged 27 and Chief of the Cultural Section. 25X1X 25X1 A l . omen. . 25X1 X the 25 Brigade was responsible for the defense of the coas between CU- 265 and DV-3231 and was last identified in this area on 5 July 195 3 .
