Moktan-agon Tax-in-Kin Storage Point

1. As of 13 September 191,13 the Moktan-myarl tax-in-kind storage point was in Hwangeae-
u1 (sic tihyon-ni (N 38-03, s 126-02) (B"1.'J.O15), Yonbaek-kun, in Hwanghab
Province. There were approximately 70 piles of grain stored here, each pile con-
taining from 300 to 400 sacks. The piles of sacks were covered with.atraw, and
were guarded by armed members of the local self-defense unit which was under the
North Korean Ministry of Internal Affairs. The guard duty was rotated among
15 members of the unit.
2. The Moktan-myon tax-in-kind storage point had collected grain from part of Yanbaek-
kun and adjoining Pyokeong-gun in Hwanghae Province during the 1952 fiscal year,
and had transported much of the collection to the Sariwon (N 38-30, E 125-44)
(YO-4o64) area by the end of December 1952. As of 13 September 1953, the apgroxi.
mately 25,000 sacks was all that remained of the collection at the Moktan-myon
storage point,

3. On 22 September 1953 there was a tax-in-kind storage area in Takpat-kol (N 38-08)
E 126-03) (BT-1+124), P'yongsan?-gun, in Hwanghae Province. Approximately 40 piles
of grain, with 700 wicks of grain in each pile, were stored.in an area about 500
meters square. The grain included: unhulled rice, 17,000 sacks; millet, 7,500
sacks; and others, about 3,500 sacks. The storage area was guarded alternately
by 12 members of the :Local self-defense unit, which was under the North Korean
Ministry of Internal Affairs, and seven to eight members of the local Democratic
Youth Alliance.
4. The storage area in Takpat-ko1 had collected grain from part of P'yongsan-gun during
the 1952 fiscal year. From October to December 1952 much of the rain collected
had been transported to the Namc:h' oin (N 38-20, E 126-24) (BT-7346) area. As of 22
September 1953 approximately 28,000 sacks was all that remained of the collection
at the storage area in Takpat-kol.
