1. The Local Industrial Organization at Sosnowiec (N 50-18, E 19-10) (Sosnowieckie
Zaklady Przemyslu Terenowego) comprises the following nine plants:
a. The "M-l" factory, located at 27 Wiejska Street, employs approximately 200
men and makes mining trucks, conveyors, and flywheels. The factory was for-
merly named Jurma.
b. The "M-2" factory, employing 50 to 60 men, makes burners for kerosene cookers
(Palniki) and Swedish screws (Sruby Szwedzkie) for windows.
c. The "M-3" factory, employing approximately 50 men, makes burners for kerosene
cookers and sieves for household purposes.
d. The "H-4" factory, located at 26 Dziewicza Street, employs approximately 15
men and makes glue for windows.
e. The "D-5" factory, located at 22 Limanowskiego Street., employs approximately
30 men and makes furniture. The factory was formerly named Brzoza.
f. The "P-6" plant is a graphic workshop, particularly for reproducing drafts,
diagrams, and for zincograpYq. It is under special control of the government
institute for publication and publicity (Wydawnictwo I Publikacja). The work-
shop has a staff of six people and is equipped with two German machines,
g. The "D-7" plant, located in a long, wide, one-story building at 98 Zymierskiego
Street, makes only packing boxes for hand grenades. The boxes measure approxi-
mately 25 x 50 x 120 cm., all have a wooden handle, and all are painted green.
The boxes are assembled from precut parts, which are supplied by a special fac-
tory in Kepno township. The plant's entire output goes to Huta Milowice, a
large metallurgical factory in Sosnowiec. In December 1953 the plant employed
approximately 330 workers in one shift and produced 1+20 boxes daily. Later

instructions have been received from the District Administration of Local
Industries (Wojewodzki Zarzad Przenyslu Terenowego) at Stalinogrod (Katowice)
to increase workers to 500, to begin work in two shifts, and to reach a daily
output of $00 boxes. The plant is under the permanent control of the Ministry
of Defense. A special permit from the general director of the Local Industrial
Organization is required for entrance into the plant, and this restriction
applies even to members of the. management of the Local Industrial Organization.
h. The "0-9" plant, located at 9 Narutowi-za Street, employs approximately 20
workers and makes pipes, various machine parts, and similar articles. The
foundry has one coke furnace.
I. The ninth plant is a printing press, which is now inoperative because of the
lack of certain parts. The management of the Local Industrial Organization
intends to place the entire equipment of the plant at the disposal of the
state authorities.
2. Although the Organization is subordinate in limited respects to the Sosnowiec
municipality (Miejscowa Rada Narodowa), it is generally responsible to the District
Administration of Local Industries. Both organizations are under the Ministry of
Light Industry.
3. The administration of the Local Industrial Organization, located at 13 Deblinska
Street, is headed by a general director (Dyrektor Naczelry ), a technical director
(Dyrektor Techniczrjy), a chief accountant (Glowny Ksiegowy)), and a personnel
manager (Kierownik Personalr7). The general and technical directors are appointed
by the District Administration with prior approval of the Party organs; the chief
accountant is appointed by the District Administration only; and the personnel
director is appointed by the competent Party organs.
:4. The first secretary of the Party cell (Pierwszy Sekretarz Podstawowej Or anizacji)
and the chairman of the Workers? Council (Przewodniezacy Rady Zakladowej) exercise
great influence in all matters of the Organization.
5. Bank documents and vouchers must be signed by both the general director and the
chief accountant. The technical director is concerned only with matters of pro-
duction. The administrative manager (Kierownik Administracyjir) is responsible
for all administrative details, although he is not a member of the management.
6. The following officials are directly subordinate to the technical director;
a. The grader (Brakarz) who is responsible for the quality of the finished products;
b. The technological manager (Kierownik Technologiezrq) who devises the techno-
logical norms, the norms for materials, the time norms, and who creates the
prototypes of the products to be made;
c. The calculation manager (Kierownik Kalkulacji); and
d. The chief mechanic (Giowny Mechanik) who is responsible for all machinery, for
its being kept in good repair, and for investments in mechanical equipment.
7. The rationalization department (Dual Racjonalizatorski) is a separate
division.
8. The planning department (Dzial Planowania) is one of the most important and is
under the direct control of the general director. It has two sections:
a. Statistical section, to which each plant of the Local Industrial Organization
must submit a report every ten days on the state of production, giving its
value in 1932 prices. From these, the statistical section compiles its monthly
report which, after approval and signature of the chief accountant, is sent to
the District Administration, the Central Statistical Institute in Warsaw, the

Sosnowiec municipality, the District Council, and the records office of the
Organization itself.
b. Planning section, which works out the detailed annual production plans on
the basis of the yearly limits and norms received from higher authority.
After approval of the yearly plan, the planning section divides it into
quarterly and monthly plans. This section must also prepare quarterly an
operational program which provides for the increased marketing of finished
products in excess of the marketing volume called for by the annual plan for
the same period of time. This operational program must also provide for
corresponding increases in the turnover tax and remittance of government profit.
It is thus intended to spur the entire staff to a greater output and thereby
to achieve greater government revenue by a proportionally smaller overall
expense of the plants. The planning department is responsible for the execu-
tion of the production plans by the producing units.
9. The Local Industrial Organization also has a supply department (Dzial Zaopatrzenia)
and a marketing department (Dzial Zbytu).
10. The Organization employs a total of more than 500 workers in the administration
and,all its plants, including eight or nine percent office workers. The latter
percentage must not be exceeded by state enterprises.
11. The Organization obtains its raw materials, in accordance with the yearly plan
and on the basis of government allocation licenses, from the government commercial
agencies (Centrale Handlowe). Mang difficulties arise in the process of obtaining
the necessary raw materials:
a. Iron and iron sheets are under strict government control and are the most
difficult raw materials to obtain.
b. Timber is under government control and can be obtained only by allotment.
co Genuine linseed oil is not available at all, The Organization must buy vege-
table oil (extracted from turnips) and have it processed at suitable chemical
plants. Only in this way can it obtain the raw materials required for making
glue.
12. Marketing of the finished products is effected only through the appropriate com-
mercial organizations and in accordance with instructions from higher authority;
a. Principal customers for the mining trucks include the following coal mines:
(1) General Zawadzki mine at Dabrowa Gornicza
(2) Niwka Modrzejew mine at Niwka Modrzejew
(3 A mine at N#rslowice
(4 Gottwald mine at Katowice
(5 Wieczorek mine at Janow
6 Brzeszcze mine near Jaworze
7 Marcel mine at Radlin
8 Stalin mine at Sosnowiec
9 Milowice mine at Sosnowiec
b. The conveyors, burners for kerosene cookers, and other iron articles are sold
through the central building materials enterprise (Centrala Handlowa Materialow
Budowlai rch) in Warsaw.
c. Furniture is sold through the central enterprise for wood (Centrala Drzewna).
d. Glue for 'windows is controlled and can be marketed only through the central
building materials enterprise in Warsaw.
13. The following are other important industrial works at Sosnowiec:
a. The Huta Milowice metallurgical works;

b. The Odlewnia Stali (steel foundry);
c, The Tkta Stalin metallurgical works;
d. The large Saturn cement factory; and
e, A large brick factory.
3.4. Other important administrative organizations in Sosnowiec include the central
administration of all cement factories in Poland, located on Stalinogrodzka
(formerly Katowicka) street, and the central administration of all glass fac-
tories in Poland, located on Zymierskiego street.

a. Jan Ambrozik, manager of the supply department of the Local Industrial Organi-
zation, is about 33 years old, a faithful Communist, and a former interrogator
with the Sosnowiec police.
b. Antonin Czekaj, chairman of the Workers' Council of the Organization, is about
55 years old, a faithful Commmunist, and a former worker.
c. Jozef Janik, manager of the M-1 factory, is about 30 years old, dark, of
average height, a faithful Communist,, and a former fitter.
d. Stanislaw Kowalczewski, manager of the D-5 factory, is about 56 years old
and is not a Party member.
e. Pawel Lanucha, chairman of the Sosnowiec Municipality, is about 56 years old,
tall, stout, and a faithful Comunist.
f. Marian Midro, personnel manager of the Organization, is about 35 years old,
a tubercular patient, and a faithful Communist. His wife is a waitress.
g. Mielezarski (fnu), head of the economic department in the framework of the
Communist Party in Sosnowiec, is about 46 years old, short, of heavy build,
and has black hair.
h. Stanislaw Nowakoveki, manager of the M-3 factory, is about 57 years old,
devoted to his work, and is not a Party member.
i. Stanislawa Nowosielska, first secretary of the Party cell at Sosnowiec, is
a woman who is about 56 years old, an ardent Communist, and a former worker.
3. Ruinon Rupp, manager of the M-2 factory, is about 53 years old and is not a
Party member.
k. Wladyslaw Skalski, general manager of the Organization, is about 56 years old,
married, has two daughters, and worked for many years at the Polish sick fund
before World War II. He is an opportunist Party member, i.e., anti-Communist
and an ardent supporter of the United States. He is fond of "extra income".
His address is 3 Jagiellonska Street, entrance C, first floor, Sosnowiec.
1. Jan Szafran, former technical manager of the Organization, is about 33 years
old, married, has no children, received a secondary education, and is not a
Party member. His address is 20 Pulkowa Street, Myslowice.
m. Stanislaw Szafraniec, head of the planning department of the Organization, is
about 36 years old, married, has three sons, is active in trade union work, and
is not a Party member.
no Rozalja Tarko, manager of the P-6 workshop, is 28 years old, blond, beautiful,
likes to dress well, married, has one child, and is anti-Communist. She lives
in Niwka, a suburb of Sosnowiec.

o, Wiktor Wtorek, manager of the H-4 factory, is about 27 years old, a Communist,
and formerly worked for the police.
p. Henryk Zawadzki,,administrative manager of the Huta Milowice works, is about
49 years old, very stout, of average height, intelligent, and fond of sports.
q. Zola (fnu), manager of the D..7 factory, is about 57 years old, a very faithful
Communist, and a former president of the trade unions at Bedzin.
