Secretary was instructed to get into touch by telephone with Col. Fred
Young, Acting Chief of Psychological Warfare Branch, G-3, to communicate
the views of,the board. Col. Young replied that he would discuss this
matter with General. McClure, newly appointed head of the new Psycho-
logical .Warfare Division, with a view to having an Army representative
on the trip. It was agreed that while there was a need for the study
of coordination and liaison between Washington and the field at
operating level, it was also desirable to have a discussion at the
MacArthur and Willoughby level. In this connection the possibility
of a later trip by Mr. Barrett, Admiral Stevens and General McClure
as discussed.

The Director proceeded to item IV of the agenda, Mr,. Connors'
trip to Tokyo, and announced that Mr. Connors was prepared to leave
on Friday, September 22. It was unanimously agreed that a repre-

Before moving to the regular agenda, Mr. Barrett called upon
Messrs. for a presentation on the "Crusade for
Freedom". .ere was general discussion of the crusade's objectives.
Mr. Phillips reported on Item I of the agenda, status of Carroll-
Phillips paper, and stated that PR,S was preparing in chart form a
detailed elaboration of the basic objectives contained in the Carroll-
Phillips paper; this elaboration would be presented to the board when
completed. There was extensive discussion of the references in the
paper to the treatment of defectors.
In connection with item VI on the agenda, the setting of priorities
in the planning field, the Executive Secretary explained that IFIS
was developing project proposals so rapidly, in addition to projects
already in work or pending, that it might be desirable to appeal to
the board for assistance in the setting of priorities'emong these
projects. He was instructed to prepare for present tionat the next

priorities suggested by IFIS, if the board were to be requested
tto advise on these priorities.
item II on the agenda, IFIS Report No. 12, training of personnel,
was discussed. While the paper was approved as the basis for further
planning, the board felt (a) that the total number of personnel
mentioned for training was too high; (b) that it would be more desir-
able to conduct a "teachers course", and have the graduates then go
back to their respective institutions to conduct local instruction;-
(C) that this course should be of six weeks duration; (d) that the
classes should not exceed 25 persons at a time; (a) that IFIS in its
:'arther studies should recommend where such courses were to be held,
whether in private, Service, or State institutions; (f) finally, that
an IFIS recommendation should be included as to what disposition was
to be made of graduates following completion of courses.
Item III on the agenda was discussed and it was agreed that Troop
and E officers would be available to attend board meetings to discuss
specific problems as required. It was agreed that the problems raised
in Mr. Hulten's paper of au.gtxst 30 to the Chairman, copies of which
have been distributed, should be dealt with at a meeting between repre-
sentatives of Mr. Hulten's office and Troop I and E. The Executive
.':secretary was instructed to facilitate such a meeting.
LPrevious unapproved minutes were dealt with. Certain corrections
were agreed in the minutes of the meeting of September 13. In con-
nection with these minutes, II distributed copies of a memorandum
on the decisions reached at the meeting regarding balloons, and it 2 5X1A
was agreed to incorporate this memorandum in the corrected minutes of
the September 13 meeting. was to provide the Executive Secre-
tary with final. draft of this memorandum, copiers of which were to be 25X1 A
attached to the revised minutes of the meeting of September 13?J
The Executive Secretary stated that he had been asked by a
correspondent of the St. Louis Post Dispatch for material on balloons
for a special article, including technical details, State Department
attitude toward the use of balloons, etc. The Director stated that
3.a had answered all such inquiries of this nature with a statement
that subject had been under careful study, that the results were
classified and not available for public uaca .
Ir. Barrett distributed copies of his draft memorandum of September
J.8, 1950, to BE, Mr. Reinhardt, re reference to Soviet in official
announcements. It was agreed that Mr. Phillips and EUR would discuss
this paper.
It was agreed that Item V of the agenda, coordination of planning
>ander NSC 59 and MSC 10 Series, should be discussed between lair. Frank and
the Executive Secretary, and that Item VII, RAND reports, be carried
over to a later meeting.
