Attached is my suggested outline for your DCI Position
Paper (for the 15 June meeting).
This is mainly just a re-write of your own draft of
2 June, which I.thought was very good. Taylor and
concurred. (Feel free to send them copies of
the attached.)
I will soon send to you a separate supplemental
memo on "political strategy and tactics," deriving from
the Taylor memo of 3 June and the staff meeting in
your office yesterday (6 June).
