1. Source was sure that the plans for the construction of i bomb shelter
for the Bulgarian naval command at Stalin ;formerly Varna) originated
in the Soviet Union. All legends) markings, and writins on the
Plans were in the Russian language and, 50X1
soviet organizaton whichoriginated them, These plans did not indicate
unable to remember the date or the plans or the
where the bomb shelter was to be built. Source claimed that plans 50X1
for bomb shelters originated in the USSR because the Bulgarians had
had no experience in the construction of bomb shelters.
2. .The Bulgarian Ministry of National Defense planned to construct the
underground bomb shelter for the naval command at Stalin according
to the above-mentioned Soviet plans. In the event of hostilities,
the Bulgarian naval command was to use this underground shelter for
the continuation of its activities. Source was certain that this
shelter was to be built for the naval command because 411 engineers
connected with the project always established relationshi to

The bomb shelter plans were stamped "top secret" (Strogo sekretno)
and were always handled with extreme care. These plans were only
issued to the chief engineer of the project and all work on the plans
was done in a special room. Entrance to this room was forbidden to
anyone not directly connected with the project. At the end of the
work day, the plans were returned to the security section of PRONO
in a sealed package. The offices of PRONO were located on Boulevard
Vitosha, No. 17, in Sofia.

4. Source did not know the exact site where this bomb shelter was to
be built. However, he knew from situation plans that it would not
be constructed under any building which was presently standing. The
plans called for the shelter to be built into a hill, presumably
Somewhere near the present location of the headquarters of the naval
Command; however, he did not know the location of this headquarters
in Stalin.
The engineers who worked on thislrojeot,were,4,the follOwing:
a. Engineer Murdzhev (fnu) .who,was.respondible for working out the
construction details of the shelter. J.
b. Engineer Fylov (Thu), young and inexperienced, who assisted
Murdzhev.
. Nikola Georgiyev and another engineer whcae name source does
not know. These two were not directly assigned to the project
but were called upon by Fylov to give their nrofessionai advice
on technical calculations. I

d. Soviet specialist' Murdzhev (fnu),' was in constant contact with
an unknown Soviet specialist who gave him advice on various
roblems connected with the bomb shelter project. 50X1

n s ry o National Defense projects which were then under 50X1
construction in Bulgaria. In 1953, the Soviet specialist super-

naval command at Stalin would get under wav sometime in 1955.
