The Ministry of Foreign Trade is now considered to be under "top security measures", following the lead of the Ministries of National Security, National Defense, Foreign Affairs, and the State Bureau for Planning. There is no Cabinet in the Ministry of Foreign Trade, which is usually composed of the Minister and the Deputy Ministers. The Cabinet in the Ministry, abolished in 1949, was made up of the so?called "inner circle" of officials close to the Minister and also various specialized secretaries. The secretaries were headed by Dr Rudolf Margolius, whose title was "Chief of the Cabinet". (He later became Fourth Deputy Minister in the Ministry of Foreign Trade.) A At present, there are no cabinets in any of the ministries. The Ministry receives the foreign trade plan from the State Planning Bureau and decides how this plan will be carried out The general directions to be followed are issued by the Central Committee of the Communist Party to the Communist Party organization in the Ministry of Foreign Trade. Only the Ministers and general managers of the nationalized industries are under the direct control and supervision of the Secretariat of the Central Committee of the Communist Party. Other governmental and industrial organizations are controlled by the regional or district committees of the Communist Party. 5. Foreign newspapers are permitted to be read by employees of the respective country desks, but not by the employees of any other desk. These newspapers are considered con- fidential and are locked in safes After working hours. 6. The Chief of the Cadre Department is one of the most important officials in the Ministry of Foreign Trade. He is in direct contact with the Ministry of National Security and with the Cadre Department of the Central Committee of the Communist Party. His department is responsible for all personnel, collects detailed information about each person in the Ministry, and has the responsibility for sending Ministry employees abroad. The information which is constantly collected on each employee is filed in triplicate: one copy remains in the confidential files of the Cadre Department of the Ministry of Foreign Trade; a second copy is sent toothe Central Secretariat of the Communist Party;- and the third copy is sent to the Ministry of National Security. This information follows the individual throughout his period of employment. 7. There is a dual control within the Foreign Trade Ministry: a) the expert control of superiors exercised through normal channels, and b) the control of the Communist Party organiza- tion within the Ministry. 8. The organization of the Communist Party at the Ministry falls within the jurisdiction of the district Secretariat of the Communist Party, located at 3 Na Florenei in Prague; however, as an organization of a central government office, it is supervised directly by the Secretariat of the Central Committee of the Communist Party. A special member of the Secretariat which deals with the affairs of the Ministry of Foreign Trade is Lubomir Sochor. He is in constant and direct contact with Tamchyna gee paragraph 27 but even more so with the Minister and other leading peraenalitie in the Ministry. His supervisory functions are not concerned with organizational details pertaining to the Communist Party in the Ministry, but only with the shaping cf foreign trade policies. The Communist Party organization in otter ministries in Czechoslovakia is of the same pattern as in the Ministry of Foreign Trade. 9. communist Party officials often occupy unimportant positions In the Ministry but are obliged to carry out Party foneeinns in addition to their normal official duties.
