America, and Mr. Whitt's subsequent telephone calls with this office, we are
retransmitting GI memo on ODA to Central America, 1978-81. Also 25X1
attached is a short summary we prepared on West Germany, which adds to the
information found in the OGI paper.
2. Unfortunately, we (ALA, OGI, and EURA) have only limited information
on specific aid programs either in dollar amounts (including terms) or program
descriptions. Additional information can probably be obtained through
State/Embassy channels.

In 1981, Central American programs represented a fraction of one
percent of French and about one percent of German and UK ODA.
Furthermore, the flow of aid from these three countries
represented only 14 percent of the total (bilateral and
multilateral) ODA flow o.f $589.6 million to Central America in
1981.
ODA from the Council for Mutual Economic Assistance (CMEA)
and Organization of Petroleum Exporting Countries (OPEC) members
flowed to only one country, Nicaragua, during the 1978-1981
period. CVIEA aid totaled $400 million while OPEC bilateral
assistance was $101 million.
Multilateral Aid
Multilateral ODA, principally provided through,the Inter-
American Development Bank (IDB) and the International Development
Association (IDA) was equal to total commitments by OECD
countries during the 1979 to 1981 period. OECD countries

The principal trends of ODA commitments to the six Central
American countries which were independent during the entire 1978
to 1981 period are as follows:
Nicaragua
Total ODA commitments to Nicaragua tripled between 1978, the
year before the Sandinistas took power, and 1980. ODA increased
from $86.7 million in 1978 to $262.2 million in 1980. The
principal sources of that $175.5 million increase were:

In 1981, total ODA commitments declined by $47.8 million to
$214.4. Several donors, especially the United States, Germany
and the IDB, substantially reduced their aid commitment but an
OPEC member, Libya, which had not previously contributed provide'

Not only did aid flows to Nicaragua increase in the 1979-
1981 period but private lending also increased substantially.
Bank loans rose from $55 million in 1978 to $127.0 million in
1981. Export credits increased from $7.9 million in 1979 to $31.'__.,
Soviet Bloc Aid to Nicaragua
We believe that Soviet bloc economic aid to the Sandinistas
since the 1979 revolution has not exceeded $400 million in loans
and donations. Aid levels have increased rapidly, doubling
between 1981 and 1982. Cuba has been the largest single
benefactor, providing about half the total. The remainder has
been split between Moscow and Eastern Europe. Despite Managua's
desperate need for foreign exchange, communist assistance largely
has been limited to merchandise and credits denominated in non-
convertible currencies. Although the Sandinistas never have
released detailed or reliable foreign aid information, our
estimates fall below publicly announced agreements because
suppliers often-have been unable to provide needed equipment.
Cuban aid has included 8120 million earmarked
for development of the Nicaraguan sugar
industry and $80 million for construction
equipment, food, medicines, and books.
Assistance increased from about $70 million in
1981 to $130 million in 1982.

-- Of more than $200 million in Soviet
commitments announced since the revolution,
disbursals probably have not exceeded $40
million. More than three-fourths of this aid
was provided in 1982, and consisted primarily
of credits for agricultural machinery and
technical assistance.
East European assistance probably has reached
no more than $75 million, with more than 60
percent released in 1982 alone.
o East Germany shipped $45 million in aid,
including $24 million of capital goods and
raw materials, $13 million in wheat, $6
million in communications equipment, and
$2 million in medical materials.
o Bulgaria provided $8 million in industrial
and agricultural plant and equipment
credits, wheat, and medicines.
o Czechoslovakia extended a $13 million
credit for the purchase of agricultural
machinery and trucks.
o Hungarian aid consisted of $5 million in
pharmaceuticals.
Unspecified socialist countries made
additional loans of $30 million during 1980
and !99n llion in donations during 1979-82.

1981. Of $34.1 million. in bilateral ODA in 1981, $26.4 million

ODA commitments to Guatemala more than doubled between 1978
and 1981, rising from $30.3 million to $76.3 million. The
principal source of the ODA increase was the IDB which cormitted
no aid in 1978 compared with $42.5 million in 1981.

Honduras
ODA commitments to Honduras reached a peak of $225.3 million
in 1980 but declined by $26 million between 1980 and 1981.
However, gross disbursements increased from $97 million in 1978
to $116 million in 1981. This apparent anomaly in the data can
be accounted for by different rates of disbursements. The
principal source of the decline in aid flow came from reductions
in IDB and IDA flows which were not fully offset by substantial
increases in US, Japanese, and German aid. Honduras does not
receive assistance from OPEC or C EA countries. 25X1
Panama
Average ODA commitments nearly doubled between 1978 and 1981
rising from $45.8 to $84.4. However, bilateral aid declined from
$24.8 million in 1978 to $18.9 million in 1981, principally
because of an $11.6 million reduction in US assistance: The
bilateral reduction was more than offset by a $35 million
increase in IDB commitments in 1981 over 1978. Panama received
neither CTEA nor OPEC assistance.
