MEMORANDUM FOR: DDA Management Staff
Chief, Programs and Budget Staff, OC
SUBJECT: Proposed Establishment of
Support Resource Package
1. Subject concept has merit and could significantly
improve the DA's ability to respond to unforeseen "crash"
requirements.
2. The list of factors appears complete with one
exception. It is recommended that training be added as
a factor both in the broad sense; i.e., OTE, and specif-
ically as it affects a given office. For instance, should
an unforeseen activity involve the use of unfamiliar equip-
ments or methodologies, OC might be required to tam xtra-
ordinary measures to obtain the needed training.
3. In developing a list of scenarios that would impact
OC support and then quantifying OC's response, two problem
areas recurred:
? The list of possible scenarios approaches

? Given the variety of scenarios, it is
extremely difficult to accurately pre-
determine quantification formulas.
