I very much enjoyed our breakfast. I have asked Bob Keating, who is
currently our Ambassador to Madagascar and is doing some work for the NSC
on international development, to follow up on Newt's request for additional
information on an investment banking approach to AID.
I have asked a small group here to put together for me what's going on
and what ideas are floating around on improving low intensity conflict
capabilities and tactical, strategic, doctrinal and technological enhancements.
We will follow through with a further discussion with you at some other point.
I will be glad to talk to you further in the meantime with respect to the
legislative initiative you have in mind.
I am asking our people to gather material on the Sovietization o
Central Asia as a model for what's happening in Afghanistan.
