Erhimbato (Erchimbato), former head of the Hulunbuir League, resigned in
:..arch 1948, and his office was taken over by his former secretary, Dogorjap.*
Dogorjap is about 41 years of age end of Burgs b.or-golian origin (the name of
his native Banner is not known), lie studied at haseda University in Japan,
and after his return to China became an official in the ikianchukuo
Government. Prior to V-J Day he served as secretary to Erhimbato. In
October 1945 he went as 1 rhimbato'a representative to the bongolian
People's i(epublic. He is a scholar of mongolian literature and speaks not
only fluent Japanese and Chinese but also Russian. He is a mild-mannered
person and-has good judgment.

2. Erhimbato is now 67 years of age, which the mongols consider very old, As
early as 1947 he had expressed his intention to resign from his office,
lie is a man of remarkable character. An excellent administrator, he
devoted years to the improvement of the administration of Hulunbuir,
always with the firm support of the local inhabitants, However, early in
1947 he concluded that the current situation in Hulunbuir was hopeless and
his resignation may have been the'outcome of his disillusionment.
Erhimbato is honest, stubborn and decidedly unyielding, and thus hardly of
a temperament suitable to handling the delicate political intricacies in
Hulunbuir. # oreover, it is likely that he is not persona grata to the
Communists. he and his successor, Dogorjap, understand each other well.
They are from the same area and have long wonted together as superior and
subordinate, always on excellent terms both privately and politically. It
is quite possible that they have agreed that Dogorjap should take over the
overt position of head of the League while Erhimbato would work to help
him gain popular support. The probable reason for this change was to
forestall the appointment of a Communist Party member to the office. In
other words, Erhimbato and Dogorjap are trying their best not to follow in
