Declare State of iegqt io Getulio Vargas, leader of the Partido Trabalhistt Brasileiro (Brazilian Workers a Party. - PTB), Adhemar do Barros of the PS',,-,, N ereu Ramos, Vice Presi- dent of Brazil, and Walter Jobim of the PSD, have reportedly concluded that President Dutra will declare a state of siege in Brazil, suspend the elections, and keep himself in power. These loaders have reached an accord, kfown as the Jobim formula, whereby they intend to preven=; any such action by Dutra. Under their agreement,, Barros, Jobim, Moises Lupo>in, the Governor of Parana., and Farbosa Liana Sobrinho, the Governor of Pernambuco, intend to retain control of their respective states by not resigning from their present positions to run in the next elections. They feel that they would be more capable of thwarting Dutra?s plans by remaining in office. Another phase of the plan is to select a "candidate--popular" who would be the true representative of the people and even cotnmaizd Communist support. It is believed that this candidate will be wither Nereu Ramos, PTB Senator Salgado Filho, or possibly Getulto Vargas himself. Political leaders in Southern Brazil are in constant communication and ex?oect to announce an "anti- golpista" candidate at the proper moment. They fully expect that he will have popular support. A complete political and social reform Is expected after this man is elected. 2 Shortly after the Esplanada do Castelo affair* many copies of a flyer were dropped on the city of Rio from a plane. The sheet, which was addressed "to the People," attacked the clergy and Cardinal Jayme Camara for not allowing a memorial service in the Cathedral in honor of Zelia Msga-l.haes. It claimed that all reaction emanates from the Vatican ttnd Udall Street. Over half of the sheet was devoted to an attack on the n,man Cathol5 o Church and Cardinal Camara. It ended with a salute to world peace, the US R, Luiz Carlos Prestos, and the Communist Party of 3razil. Sources stated that this document is the work of the Federal Government because the attack against the Church and clergy is far stronger than the Cermnunists would dare make it in view of the strong position the Church holds in Brazil.
