Citation
1. I am recommending that ORD's
given a Meritorious Unit Citation in recognition of the
outstanding collective performance of its staff members
during the period 1 May 1977 to 31 January 1979.

3. Thel (staff surmounted a series of difficult--
and seemingly impossible--obstacles in proving the feasibility
of using these techniques, which have provided CIA with a
major new capability for obtaining substantive intelligence on
stcollectively developed innovative methods for obtaining
the needed data indirectly and verifying the accuracy of each
of these substitutions. Both the Agency personnel and con-
tractors worked untiringly throu h many long nights to achieve
their goals.
4. Analysts and scientists from a variety of CIA offices
participated directly in the effort, and the Project was
supported indirectly by collection and analysis efforts oper-
ating concurrently in other offices and government Agencies.
