people to offer them Soviet passports, and an opportunity to return
to their native land if they so desired. In addition to the advantage
of possessing a Soviet passport, the recipient would also be granted a
ration permit that would enable him to make certain purchases of food
which at that time were relatively scarce. As a result of effective
Soviet propaganda, up to 80 per cent of the city's
White Russians applied for and were granted Soviet passports, but the
glowing benefits of the propagandists did not accrue to these former
stateless people and sooner or later their newly acquired identifica-
tion papers were lost or thrown away. Of the city's White Russians,
only about 30 to 50 returned to the Soviet Union and now
