5. The Rijeka area abounds in serous articles yrhich are eagerly sought for on
3 l mrketad These include medicinal herbs (laurel, sage, thyme and
Purse), fruit and vegetables, fresh and preserved fish, anchovies, crabs and
oysters, construction and fuel lumber, charcoal, marble, si1.ex powder, cement
and wine. All these items and many ethers can be favorably placed on foreign
markets, in exchange for transportation equipment and spare parts, various
machinery for completion of and repairs to existing installation, as well as
its and equipment for peasant farm cooperatives and agricultural
estates. These items are alll, in great demand both in town and village.. and
at present are not domestically produced in suffioient quantities to most
the Ada 50X1-HUM
6. Regulations recently promulgated by the Federal Goverment have allegedly
given Yugoslav foreign trade a new momentum, and a greater number of domestic
produce are taking interest In exports, in order to obtain foreign exchange
so that they may buy the items they need abroad. For some time to comes, however.,
production enterprises in the Rijeka area, as well as farm cooperatives, will.
not be able to have individual or, independent representation oa foreiga markets
for lack of the necessary pera?sonnel, and because of insufficient quantities of
export merchandise. As a result, the Istra Impost agency which is under
the jurisdiction of the Directorate for Newly Liberated Areas, with headquarters
in Opatija, took on the function of import-export agent for all producers in
the Rijeka area on 1 duly 19510 Through its agents in
and through contacts with Yugoslav commercial attaches
countries, this agency reportedly negotiates and established agreements for
the producers. of the Ri:ieka area, under much nose favorable conditions than
they could. individually obtain. It also imports all articles which they
request, in accordance with their specifications. ..
7. Offers to the Istra Impart-arport by the suppliers, will in the future when
possible be forwarded before the items have been actually produced (fruits and
vegetables for exw*le),, since only in this manner will the agents be in a
position to negotiate agreements and take care of the necessary formalities
within favorable time limits, Heretofore, because of various delays, food
items would often spoil, and as is result the sales value would decrease,

producers the actual expenses plus a minimum margin. The producer in turn will
obtain the fun amount of foreign currency. This means, 80 per cent for all
products excepting agricultural food items, for which they shan receive 50
per cent,
9. A long list of now regulations was published in the early part of August 1951,
bearing upon various questions connected with Yugoslav supply and demand. The
major question is primarily that of participation by cooperatives,, and primarily
agricultural cooperatives, in providing food and supplies to the Tugoslaav
population.

10,, Whereas agricultural or farm cooperatives are currently operating wi).bout
the right to redemption bonds, and without the obligation of sale at
reduced rates, the peasant workers cooperatives abide by other rules.
According to a resolution sponsored by Minister.President Mijalko Todorc*ic
of the Federal Council for Agriculture and Forestry,., on 12 July 1951, and
published on 1 August 1951, peasant workers cooperatives will sell O.gri-
cultural products on the free market via their own shops, through enter-
prises for the sale of farm products, or establishments for the mechanization
and Invested development of cooperative agriculture. When selling their
goods in this way, the prices will be free market prices, and the peasant
workers cooperatives may obtain redemption bonds amounting to 15 per cent
of the net trade indicated on bill. In like manner, when peasant workers
cooperatives do not sell their farm products on the free market, but
rather to government or social commercial institutions, hotels or vacation
establishments, social and health establishments, or to the Yugoslav Army
at freely established prices, they obtain the redemption bonds amounting
to 15 percent of the net trade indicated on bill.
11. All the above cases involve farming products sold at free prices. However,
paragraph 1 of the above-mentioned resolution sponsored by Minister Mijalko
Todorovie discussed also planned or established deliveries to the state by
peasant cooperatives, such as contracts covering grains, lard, wool, leather
and other industrial cultivations. For all such planned or established
deliveries, the cooperatives have a right to redemption bonds amounting to
150 per cent of the total value of the goods delivered, in addition to the
actual or monetary value established at low fixed prices. In other works,
the sale is at low fixed prices, but the redemption bonds amount to 150
per cent. Thus, with selling on the free market, the prices are free,
while in planned or established stales to the govemnent the prices are fixed.
3.2. In the latter part of July 1951, reports in the press stated that in the
near future all goods will be sold at free prices, and that there will be
no more supplying according to the security or insurance system. Business
will allegedly be done on the principle of increased wages equals Increase
In priceet a pure and free ration between full prices and full purchasing
power of the consumer-buyer. Until this change has materialized through-
out Yugoslavia, however, the mixed system of fixed and free trade as well
as of fixed and free prices will of course be valid.
13. Until the termination of forced or obligatory sales to the Government,
there is another order which prevails with regard to trade of bread or
grain and grain products. This order was issued by the President of the
Federal Council for Trade. According to this order, the free surplus of
grain and grain products can be purchased from the producer only by individual
consumers, to meet their domestic needs. Individual consumers may not buy
grain and grain products for the purpose of resale. This order is intended
to prevent speculation and rise in prices. Until such time as an announce-
ment has been made, grain will remain subject to forced sale to the government.
