SUBJECT: Intelligence Community Support for NWMP-II Activities
1. The attached memorandum responds to Jim Wade's letter of 5 April
(Tab A) in which he accepts your offer (Tab B) to arrange a meeting between
him and John McMahon to discuss the preparation of an NIE or IIM on the Soviet
threat. In addition, Jim indicates a desire to discuss with John a perceived
need to enhance our collection against the SS-20 or similar mobile Soviet IRBM
targets.
2. I have also incorporated John's interest in discussin RSR follow-up
activities into the memorandum along with your request to for a
meeting of the RSR Senior Review Group as provided for in the
memorandum of 4 February (see Reference).
3. In anticipation of the Wade/McMahon meeting, my staff is preparing a
point paper highlighting the main topics of discussion and where we stand on
the issues of SS-20 collection and NIEs/IIM

SUBJECT: Intelligence Community Support for NWMP-II Activities
REFERENCE: Your memorandum, same subject, dated 5 April 1983
1. I want to thank you for your letter of 5 April regarding Intelligence
Community support for the NWMP-II study effort. I believe that my staff and
the Central Intelligence Agency currently are participating in the full spirit
of the study and that significant contributions will be forthcoming,
especially in the realm of HUMINT collection and those activities unique to
the CIA. I look forward to reviewing the Intelligence Working Group's annual
status report and continuing our support for the effort during the next
iteration. F-1
2. I would be pleased to arrange a meeting between you and John McMahon
to discuss the general issues relating to the NWMP-II which you mentioned. In
addition to these issues, I know that John will be interested in discussing
the joint Defense/Intelligence Community follow-up endeavors on the
Reconnaissance System Review (RSR) as well. He wants to see those joint study
programs agreed to by the two principals move forward as expeditiously as
possible, but without replowing old ground. As you are probably aware, I have
asked to arr e a briefing on RSR. follow-up activities for the
Senior Review Group.
3. Although my representative to the NWMP-II Intelligence Working Group
has been in close contact with Ms. Vajta and others on this effort, I believe
additional senior people in the Intelligence Community would benefit from a
better understanding of the whole NWMP-II effort, especially the intelligence
aspects. I would appreciate your concurrence in having Ms. Vajta brief the
senior members of my staff at an early date. The audience would include
myself and my Deputy; the Chairmen of the COMIREX, HUMINT, SIGINT, CIPC, and
Security Committees; the Director of the NIESO, Counterintelligence,
Programming and Budget, and Planning and Policy Staffs; and others. The
topics of interest are the background of the current NWMP-II effort, its
objectives, current study plan and relationships to RSR efforts and other
ongoing community efforts as well as a review of progress to date. 0

4. My staff has also arranged to have Ms. Vajta brief the Intelligence
Community's Planning Working Group at its next meeting, currently scheduled
for Tuesday, 26 April. This will provide her with an opportunity to acquaint
all of the Intelli ence Community planners with her objectives and progress to
date on NWMP-II.
5. I believe that the above meeting and briefings will serve to improve
all parties' understanding of the importance of the NWMP-II RSR efforts and
foster closer and more productive working relationships.
