With reference to your request that comments be furnished to Dr. Baker's Panel, it is my belief that my comments, when rendered, should incorporate to the greatest extent feasible the views of the United States Communications Intelligence Board since DSC'S is, by NSC directive, the governmental body responsible for COMINT policy. In my capacity as Chairmar- of USCIB and Advisor to the Special Committee of the National Security Council for COMINT, I believe that my formal comments should therefore be addressed to the Special Committee for COMINT. Representatives of this Agency of course remain available at any time for further consultation with Dr. Baker and members of his panel should this be his desire.
