SUBJECT: Your Friday Breakfast Meeting with Secretary Weinberger,
22 June 1984
1. You are scheduled to have breakfast here at the Agency with
Secretary Weinberger and Deputy Secretary Taft. Defense had only one
item for Friday's agenda :
-- Libyan-Belgian Nuclear Cooperation.
During April Libya and Belgium discussed the
possibility of extending their nuclear cooperation. The
centerpiece of that negotiation is a draft protocol which is
ambiguous with respect to Belgium's obligation for providing
nuclear fuel cycle technology to Libya. To date, Libya has
been unhappy with Soviet support but has been unable to find
other sources. Belgium has delayed final approval of the
protocol which in turn had caused Libya to threaten the
entire range of Libyan-Belgian commercial relations.
Brussels will be under strong pressure from Britain and other
Western states not to sign the protocol or to provide major
nuclear technology. At the same time, however, Brussels has
said it will not participate in any attempt to embargo all
nuclear assistance to Libya.
2. We have not suggested any items for Friday's agenda. In the
DDCI's view this should be a session at which you can "shoot the
breeze". As backup, however, I have included:

3. I have also included, at TAB C, the contingency talking points on
your paper, which you sent to SecDef earlier in the week, entitled
"US-Soviet Tensions".
