Messrs. Frazer and Payles contacted the undersigned in connection with the House Appropriations Committee Survey and Investigations Staff look into Remotely Piloted Vehicles (RPV's), Autonomously Piloted Vehicles (APV's), Drones and alternative manned vehicles being developed and procured by the Defense and Intelligence Communities. 2. Their ultimate goal is to determine if consolidation isn't possible in some cases. It appears on the surface that everyone interested in RPV's has a tendency to start from scratch regardless of the cost factor. The investigation staff's initial feeling is that redundancy is widespread in this arena and an organized approach to this highly proliferating field is needed. It is not their intent to have access to operational information. They will need only generic data that will help them piece together the massive efforts currently being undertaken.
