On 27 February 1985, House Foreign Affairs Africa Subcommittee staffers Anne Holloway, Stephen Weissman, Salih Abdul-Rahim, and Bob Gribben of Congressman Stephen J. Solarz's (D., NY) staff were briefed on trends and develop- ments in certain African states. The briefers from DI/ALA -o The briefing took place in 705 House Annex #1 from 0915 to 1145. 2. The briefing was a routine update by country analysts. Countries covered included Chad, Uganda, Liberia, Mozambique, and Zaire. provided information on the military stalemate in Chad, the uncertain prospects for President Habre's efforts to deal with the Libyan threat and domest' ition, and the French role in Chad. Ms. briefed on Ugandan President Obote's apparent decision to hold on to his office in the next election, the heavy military presence in Uganda, and Uganda's economic difficulties. covered the situation in Liberia, focusing on the October 1985 election that is expected to reinstate a civilian government headed by the current leader General Doe, recurrent tension between the U.S. and Liberia, and economic mismanage government. Mozambique was discussed by He covered the ongoing insurgency that continues despite President Machel's agreement with South Africa aimed at terminating South African support for anti-Machel rebels. The various possible sources of rebel arms supply were discussed along with a comment by the analysts that they lack definitive information on who the suppliers are. Lastly, Zaire was covered with the main focus on negotiations with the IMF.
