US citizens and facilities abroad are continually being attacked by international terrorists. Such terrorism not only harms our citizens and interests, but results in the destabilization of friendly governments and the polarization of societies whose stability and property are important to us. We know that some terrorist groups are actively supported by foreign governments. We are stepping up our collection of intelligence on terrorist groups We are preparing capabilities to neutralize, when and where possible, anti-American terrorist groups which conduct hostile terrorist acts against US citizens, interests, and property in this country and abroad. We intend to continue to work closely with our friends and allies abroad in these preparations and in their implementation. We intend to make effective responses, using all lawful means, against the perpetrators of such terrorist acts.
