George Director Office of Legislative Liaison Central Intelligence Agency Washington, D.C. 20505 Dear Mr. George: A colleague of mine on the professional staff of the Select Committee on Intelligence, I have been informed recently, was told by certain analysts at your agency that they are no longer willing frankly to share information with me concerning develop- ments in the Philippines. These persons, who apparently work directly on Philippine affairs, told this staff member that they would brief her on developments there, but if I were brought along then they would only "go through the motions" and not provide significant information. My fellow staff member has demonstrated too much delicacy to provide me the names of.these personnel. The flow of intellience and intelligence-related information from your analysts to the staff of the Select Committee is of great importance to the task of legislative oversight which the Committee performs, and can potentially make a great contribution to the knowledge of our members and other senators on important foreign developments. I believe that the situation cannot remain in this state and should be speedily and completely resolved, therefore, since the professional staff of this Committee, such as myself, are an irreplaceable conduit for its informational functions. I suspect that the background of this issue derives from some work I performed for Senator Inouye in June-July 1982. At that time, I w under the supervision of Subsequently, on request of ben y cy personnel in sanitizing the resulting report so that the Senator could use the unclassified information it contained publicly.. I subsequently became aware, as a result of indirect and fragmentary comments from several sources, that Agency personnel were unhappy with Senator Inouye's use of this material, which had been fully sanitized in cooperation with Agency staff. I am not aware of any effort by Agency personnel to raise their concerns with Senator Inouye himself, however. George February 15, 1984 Page 2 Under these circumstances I find the reported attitudes of members of your staff unprofessional if not irrational.. There is no question, so far as I know, that I treated whatever classified information I had been provided appropriately. My original report on the Philippine situation at that time based on my briefing and other research was accorded a national security classification and controlled in accordance with the security procedures of the Select Committee. The unclassified version of the report which I produced later had been fully reviewed by Agency staff, and all of their concerns were accommodated. It is disturbing to me, therefore, to hear that certain personnel in your agency have decided to refuse to cooperate with me on similar matters in the future. Not only does such behavior potentially degrade my personal performance and ability to staff Senator Inouye effectively, but it also detracts from the ability of the Committee as a whole to pursue such issues. In these circumstances, I believe,it would be appropriate for you to investigate this matter and provide me your written assurance that these attitudinal problems have been corrected. Daniel P.
