1. (TSR) This report updates a previous NPIC. report on %I, 'i,,_ I ypcrlmental Plant 115.
This report describes the construction at the plant between the information
cutoff date of the previous report and the information cutoff date of this report. A
photograph and a table of mensural and chronological data are included in this report.
2. (TSR) Moskva Experimental Plant 115 is the location of the A. S. Yakolev Design Bureau
and has been present since World War II. The plant consists of ten major buildings with a total
floorspace of In addition to a design and engineering function, Plant 115
has the facilities to fabricate the parts and components necessary for completing models and full-
scale mockups of neN :,ircraft designs. The plant may also have a limited prototype assembly
capability.
3. (S/WNINTFI ) Moskva Experimental Plant 115 is 5.2 nautical miles (nm) northwest of the
Kremlin and I nm north of Moscow Central Airfield 1 :1 Figure 1). The plant is in a high-
density urban area, occupies a square city block, and appears to be at the limits of expansion. It is
bordered on the northwest by a small industrial installation, on the northeast and southeast by multis-
tory apartment buildings, and on the southwest by Leningradskiy Prospeckt, an eight-lane major traffic
artery. Plant 115 is the location of the A. S. Yakolev Design Bureau and has been present since World

Construction of wings and additions appears to be the only way to add floorspace since there is no
additional space outside the plant proper for expansion. Following is a chronology of construction
from January 1974 through May 1979.
January 1974 through February 1975
5. (TSR) A multistory administration/engineering building (item 9, Figure 2 and Table I )
was completed and construction was begun on a second one (item 10) during this period. The
completed multistory administration/engineering building had been nearly finished by 25X1

Only finishing of the roof surface remained to be done. The multistory administration/engineer- 25X1
ing building appears to be identical to the adjacent administration/engineering building (item 8). Com-
pletion of the building added to the plant floorspace, which increased the total 25X1
floorspace of the plant to approximately 50,973 square meters.
6. (TSR) The administration/engineering building (item 10) under construction appeared to
be at least three stories high by February 1975.
March 1975 through July 1977
7. (TSR) A small, covered porch addition was constructed on the south corner of the shop
building (item 5) next to the main assembly hangar (item 7b). The addition was complete by March
1976. The addition and a major portion of the shop building were later razed.
8. (TSR) The multistory administration engineering building (item 10) was complete by
June 1975. This building contains of floorspace, making it the third largest 25X1
building in the plant in terms of floorspace. Construction of this building increased the plant
floorspace to 56,893 square meters.
August 1977 through April 1978
9. (TSR) Three shop sections were added to the shop building (item 1) on the northwest side
of the installation. These additional shop sections (items Ic, d, and e) extended all the way to the
street adjacent to the northeast edge of the plant. The security fence was repositioned to the curb
to accommodate the additions. The floorspace of the three new shop sections totaled
square meters, increasing the total floorspace of the plant to 58,088 square meters.
10. (TSR) The shop building (item 5) and its covered porch addition were partially razed
during this period. Approximately 1,037 square meters of the 1,282-square-meter building was
demolished. It was impossible to determine why only a small section was left intact while the
remainder of the building was razed. This reduced the total floorspace of the plant to
square meters.
May 1978 through May 1979
11. (TSR) Reconstruction was begun on a portion of the shop building (item 5) that had
been razed between August 1977 and April 1978. The dimensions of the building were undeter-
mined as of It did appear, however, that the building would be at least three stories 25X1
high.
