(S/D) Forty-eight of the 92 dismantled Soviet SS-7 and SS-8 intercontinental ballistic missile (ICBM) launch sites have been converted to alternate uses (Figure 1 and Table 1). Some sites continue to serve the Soviet Strategic Rocket Forces while others have no connection with strategic forces. Twenty sites now support SS-20 mobile intermediate range ballistic missile (IRBM) bases, 16 are occupied by ground forces, three contain electronics equipment, two are associated with agriculture, and one functions as a Six sites have miscellaneous construction, the exact function of which has not been determined. 2. (S/D) Twenty SS-20 mobile IRBM bases have been constructed (or are under construction) at both soft (Figure 2) and hard (Figure 3) dismantled SS-7 launch sites. Four are at Drovyanaya, five at Novosibirsk, one at Olovyannaya, five at Verkhnyaya Saida, and five at Yurya. 3. (S/D) Sixteen dismantled SS-7 and SS-8 launch sites now house Soviet ground combat units. In some cases, the former launch area is used to store vehicles (Figure 4), and in other cases the site support area is utilized (Figure 5). Ground force units occupy the three sites at Itatka and the one site at Omsk in the Siberian Military District, two sites at Olovyannaya in the Trans-Baikal Military District, the three sites at Shadrinsk in the Ural Military District, three sites at Svobodnyy in the Far East Military District, and four sites at Yedrovo in the Leningrad Military District. 4. (S/D) Three sites contain electronics equipment. Two sites are at Svobodnyy; one site contains electronic countermeasure (ECM) equipment and the other site contains a radio intercept unit. The third site, which is at Gladkaya, functions as an air warning radar facility (Figure 6). 5. (S/D) Numerous single-story buildings have been constructed at two sites in the former launch area at Teykovo and are being used for agricultural purposes (Figure 7). 6. (S/D) A clerestory has been constructed on one of the former 25X1 SS-7 launch pads at Teykovo. This site now functions as for the 25X1 complex (Figure 8). 7. (S/D) Activity has been observed at six other sites; the exact function of this activity has not been determined. Garages and/or warehouses have been constructed in the former launch area at one site at Kostroma, two sites at Teykovo, and one site at Yoshkar-Ola. One site at Drovyanaya is possibly being used as a vehicle maintenance/storage facility.
