1. SIGNIFICANCE: THE LARGEST CONCENTRATION OF SOVIET-DESIGNED
23-MILLIMETER QUAD ANTIAIRCRAFT WEAPONS (ZSU-23/4)
OBSERVED IN NORTH VIETNAM TO DATE.
2. LOCATION: NINH BINH TRAINING AREA
8 NAUTICAL MILES (NM) WEST OF NINH BINH AND
APPROXIMATELY 45 NM SOUTH OF HANOI AT 20-13-O1N
105-49-53E.
3. COLLATERAL: THE ZSU-23/4 IS A SELF-PROPELLED ANTIAIRCRAFT WEAPON
DESIGNED TO PROVIDE ANTIAIRCRAFT DEFENSE FOR
MOTORIZED AND ARMORED DIVISIONS. IT CAN ALSO
BE USED AGAINST GROUND TARGETS.
THE IDENTIFYING FEATURES OF THE ZSU-23/4 ARE
THE BOXLIKE, RECESSED TURRET AND THE ONCARRIAGE
FIRE CONTROL GUN DISH RADAR. ITS FOUR AUTOMATIC

4. REMARKS:
THE ZSU-23/4 WAS FIRST IDENTIFIED IN NORTH
VIETNAM ON DRONE PHOTOGRAPHY OF NEAR
PHUC YEN AIRFIELD NO ZSU-23/4
HAS BEEN SEEN IN NORTH VIETNAM ON PHOTOGRAPHY
SINCE THAT SIGHTING.
5. SPECIFICATIONS/DIMENSIONS:
THE ZSU-23/4 IS APPROXIMATELY ~ LONG
AND APPROXIMATLEY NINE FEET WIDE. (WORLD
SELF-PROPELLED ARTILLERY, DEPARTMENT OF THE
ARMY TM 30-311 KAC 24/5001-71 APRIL 1971 SECRET).

6. MISSION READOUT: TWENTY ZSU-23/4'S (14 DEPICTED ON GRAPHIC) WERE
OBSERVED AT NINH BINH TRAINING AREA. OF THESE, 18 (12 ON GRAPHIC)
WERE CANVAS-COVERED. THEY WERE PARKED WITHIN THE BARRACKS AND
TRAINING AREAS IN GROUPS OF THREE AND FOUR WEAPONS 'APIECE. SEVEN

PROBABLE ZSU-23/4'S WERE ALSO OBSERVED APPROXIMATELY 1.5 NM WEST OF
ADDITIONAL ACTIVITY WAS OBSERVED IN THE NINH BINH AREA ON 17 DECEMBER.
TWO SA-2 SAM SITES IN THE NINH BINH TRAINING AREA WERE OCCUPIED.
A PROBABLE AIR DEFENSE UNIT WAS PRESENT AT PHU NHO QUAM, APPROXIMATELY
7 NM NORTHWEST OF NINH BINH TRAINING AREA. THIS AREA CONTAINED 32 AAA
PIECES AND ONE ADDITIONAL AAA PIECE ON DISPLAY WITHIN A BARRACKS AREA.
