27th Congress CPSU. PCD Secretary General Narciso Isa
Conde was Interviewed by a NOVOSTI correspondent.
Question: tern }In your opinion, what is the importance of the
political and economic program presented in the political report
of the CPSU'S CC (Central Committee tem?) FBIS] at the 27th
Congress by Companero Gorbachev?
Isa Conde: tern /The report can be summarized in two words that
in turn have great significance: tern /renovation and firmness.
Renovation in all aspects of internal order: tern }revamping the
economy, modernization, intensification of production, an increased
and new role for the labor community, and reforms. This is
extremely important for the USSR in this period which follows the
phase of extensive development, This renovation is also related
to all political institutions: tern lan increased power of the Soviets,
of the people's control, the process toward self?government,
self?management, accompanied by new methods to guide the party

There is firmness in everything related to the policy toward
struggling peoples; the acknowledgement of revolutionary progress
with very specific expressions. For example, the victory of the
second revolution in Latin America tem?} the Nicaraguan revolution
and the firmness with which that revolution was defended by the
solidarity of the USSR and other Socialist countries. All

that has great value to us, because we occupy one of the main
trenches in the anti?imperialist struggle.
Therefore, the combination of the two factors: {em }renovation
and firmness, is very encouraging. This is not reflected only
in Companero Gorbachev's speech, but also in the spirit of the
congress, because all his statements were confirmed in the speeches
of other delegates. [passage omitted]
The link that has been established also gets our attention.
We clarly see how the debt, which is drawn from the blood of
Latin American and Third World countries and the resources
that have been looted via that financial mechanism, will nourish
the military?industrial complex and the arms policy. There is
a close link between the struggle for peace, firmly carried out
by the USSR, and the struggle for national and social liberation
by our peoples, which has one of its most serious expressions in
the area in which we live.
Guestion:{em }What are the characteristics of the current situation
of national liberation movements of the Caribbean peoples?
Isa Conde: {em }We are living a very important moment in the
entire Caribbean area. It has become evident in the past few
years that the claim that Cuba is an exception, a miracle, and
a surprise is not true. There is another triumphant
revolution tem-1 that of Nicaragua, with its special and original
aspects. It is not another Cuba, but an authentic revolution.
This breaks up the scheme of U.S. domination in the area;
it gives new impulse to all strugglers in Central America.
The struggle in El Salvador has reached truly significant
levels; it reflects the continuity of this process. The Salvadoran

people, headed by its vanguard, the FMLN, are fighting brilliantly.
This is an Indication that we are living good times in our area.
The democratization process is also spreading to all of Latin
America. The United States supported the Duvalierist
dictatorship for 28 years, but it has fallen. And now, they are
trying to limit the results of the struggle of the haitian people
and prolong the remains of the tyranny.
Farther down south, the democratic wave is strong. We hope
that it will soon reach Paraguay and Chile, where the situation
is serious. We could say that Chile is a country in transition
to a revolution; there is a popular struggle, an increasing rebellion
against the Pinochet regime, which has also been supported by the
United States.
We could conclude that there is a new revolutionary wave in
Central America and a democratic wave in the entire continent
that are Interrelated and are challenging the entire U.S.
domination in Latin America.
