� An increasing number of cases involving the
abuse of stimulant drugs has been reported. During-
the past decade, the number of arrests made by police
in drug cases expanded by 35 times, or ?6 times for the
number of persons arrested. In the ~orresponding
period, the number of arrests in other criminal cases ~
leled off, sharply highlighting the spread of drug
cases.
The "Police tiVhite Paper" for 1980 placed the
main emphasis on the "battle against the ~,vhite
powder," and reminded us oi the necessity to start a
national movement against drugs.
Why has the abuse of drugs prevailed to such an
~eYtent? The ~vhite paper said that one of the reasons
was ~`active movements by gangsters ~vho, by selling
drugs, try to raise funds." Another reason, according
to the .white paper, was the "spread of a buoyant -
feeling among the pubiic in the midst of the economic
prosperity, changes in sexual attitudes and changes
in traditional mores which have enabled an in-
creasing number of people to try drugs in an
easygoing manner. . . "
If this is the case, one of the essential pillars to
~prevent the spread of drug crimes is an intensive
police check of gangsters. In particular, the police
must strictly check the smuggling of dru;s at airports
and harbors. ~Ve call for an improvement of the
systems and investigation techniques in connection
with this.

~Vtiat is more important and effective is the
spread af knowledge among the nublic on the �`danger
of white po~;~der" to protect the people from drug
abuse. The Prime NTinister's Ofice has deployed an
antidrug campaign especially for schools and general
households, and has issued a pamphlet nn the
"danger of drugs.''
The campaign is aimed at attracting the attention
of a generation with intense curiosity. Police
authorities have also sfarted "telephone con$ultation
on drugs" programs. We highly appreciate such ef-
forts by the police.
We have learned that some motormen of
Japanese 1Vational Railways and I~ng-distance truck
drivers were working ur.der the influence of stimulant
drugs. To make the campaign more effective, the
government and the public must join hands.
