The Democratic Republic of Vietnam(DRV) high command has prepared a
military plsn which covers the period of July-October 1952 and is called
"the first step of the R_~dA rn{y of Vietnam",
2, The plan consists of a coordinated attack by all DRV units against a
triangular area around Hanoi with the cities of Haiduong(106-19, 20-56),
Ninh Binh(105-58, 20-15) and Vinh Yen-Phut Yen as the limits of the
triangle, The operation will begin with pressure against the entire
northern front from Son Tay and Phu Tho easy to Bac N:inh (106-03, 21-11)
and Bao Gi_ang. The DRV hopes to engage and pin dowr the French-Vietnamese
forces o
3, The 308 and 316 Divisions will begin the action, Later the 320 Division,
whose headquarters are at Kinh Mon (northeast of Haiduong), will begin
general, attacks in the vicinity of Haiduong; and the 304 Division, whose
headquarters are at Phu Ou(105.44 19-22)swill become active in the
vicinity of Phu Nho Quan(105-45, 20-19) and Ninh Binh, If the 320 Division
is overwhelmed by the French-Vietnamese counter action in the vicinity of
Haiduong, it will withdraw with the Ha Nam-Ninh Binh regional battalion
to Hung Yen(106_03g 20-39), Later the 320 Division will move out of the
Delta to Hoa Binh via Ninh Binh and Phu Nho Quan,
4. The primary aim of the whole operation is to collect paddy from the last
harvest and increase DRV control in Interzone III0 Vo Nguyen Giap will
direct the operation, although rumors in North Vietnam indicate that
Nguyen Son' has assumed command of the DRV forces. Giap's. headquarters
are now in the vicinity of Tam Dao Mountain(105?38., 21-27).
